Functioning markets benefit from transparency, don't they? How does it benefit the free market for the deposit of money to be secret? I can see a personal privacy issue here, but not really a market distortion. Frankly, it looks more like cleaning up a distorting force.

Not always. In fact, privacy and the right to be secret are probably more important. For instance, if a company is bringing a new products to market with a technical innovation which had an attendant cost, they would be disinclined to do so if their competitors knew about the innovation. And the consumers would not realize the benefit of the new product. The idea that markets benefit from transparency is more applicable to the stock market, where you want honest accounting.

When companies accumulate cash (by whatever means)they do so to make a move in their buisness such as adding personel, new equipment, what ever it is, with the idea to address the market place. If competitors had the cash position info telegraphed
to them it could be a disinsentive to attempt the
improvements.
