Virginia had a case to all the way to the Commonwealth Supreme Court before prisons would stop cutting any biblical quotation out of mail to inmates. When pressed, they said their policy was to censor any information "printed from the Internet."
Eventually, they created a content-neutral policy, other than for safety/order, but not without a fight.
