This seems to be also ran justice week.
Joe from Philadelphia was a congressman, a court of appeals judge, and Attorney General under President William McKinley.
So, he had some significant legal experience, but still freshened up by going to Columbia Law School for about a month when McKinley nominated him as a justice. He was confirmed by a voice vote.
He was a decent justice, nothing special, but he is often most remembered for lingering on much too long after a stroke.

On November 21, 1927, in Gong Lum v. Rice, the Supreme Court ruled against the Chinese American Lum family and upheld Mississippi’s power to force nine-year-old Martha Lum to attend a "colored school" outside the district in which she lived.
