"Beer by Christmas" is what 'the man on the street' said, I think. Considering the times, it was a smart move to alleviate societal stress.
Because people in beer halls are so sedate and unthreatening.
I would like to see more about this, if only because it is the only Amendment ratified by state ratifying conventions rather than state legislatures.
