IANAL, but on its face, this seems like a terrible decision. In addition to all of these tests - rational basis, strict scrutiny - the decision to outlaw a particular product because of how it may upset the balance of competition seems something a USSC ought not have the power to do.
IIRC, SCOTUS didn't outlaw the product it said it couldn't stop the legislature from doing so.
