8/17/1988: Republican party nominates George H.W. Bush for President. He would appoint David Souter and Clarence Thomas to the Supreme Court.

First thing to my mind was the Capitol Steps' "If you knew Souter, like I know Souter" but google doesn't find any online copy for a link.
Souter....what happens when Republicans think being "moderate" is going to help them win...
I don't think that's what happened. I think Bush 41 didn't care about the supreme court, his chief of staff said, "Hey, I've got a great nominee for you," Bush 41 said OK, and that was that. Unless it involved oil, the Middle East, or both, Bush couldn't be bothered.
There was no substance to Bush 41. The shallowest politician in my lifetime. His 1988 campaign issues were: 1) Pledge of Allegiance 2) Flag Burning Amendment. That was it.

Yes, and that utterly irresponsible action. He cheapened the entire process of campaigning for President. As George Will put it, "He has drained the political process of ideas".
Future scholars will devote volumes to the legal thought and philosophy of David Souter.
