Robert Natelson, guest-blogging on the original meaning of the Constitution's financial terms
I'm delighted to report that Robert Natelson, who retired a few years ago from the University of Montana School of Law and who is now Senior Fellow in Constitutional Jurisprudence at the Independence Institute, will be guest-blogging this week about the original meaning of the Constitution's financial terms - "tax," "direct tax," "impost," "excise," "tonnage" and "duty."
Natelson's work on the original meaning of the Constitution (as to the Necessary and Proper Clause, the Indian Commerce Clause, the Elections Clause, and the Recent Appointments Clause) has been cited in five Supreme Court cases since 2013, and his forthcoming article on the Constitution's Financial Terms promises to be equally interesting and influential. I'm very glad that he has agreed to give us a preview of that article here.
