This week I am participating in a Liberty Law Forum discussion on an interesting essay by Philip A. Wallach, "Government Decoherence and Its Discontents."
My contribution appears today under the title, "Decoherence… Or Incoherence?"
Philip is a Fellow in Governance Studies at the Brookings Institution and author of the book, "To the Edge: Legality, Legitimacy, and the Responses to the 2008 Financial Crisis."
