"Do NYC Cops Have a First Amendment Right to Protest Mayor De Blasio?"
A post on the subject from WSJ Law Blog (Jacob Gershman). The answer is "hard to tell," as is often the case with speech restrictions imposed by the government as employer. And I doubt that the issue will come to court, since I suspect the mayor would look bad politically if he tried to get the police officers disciplined for this.
