Peter Tsimortos's house has stood on a mountain outside Dover, Vermont, for 15 years. But the state only learned two years ago that he never got the permit required to build a house above 2,500 feet. So did they impose a big fine? No, the Environmental Board is proposing that Tsimortos be forced to tear down the house, which is valued between $700,000 and $1 million.
