Riverdale, Georgia, police captain Carl Freeman has been charged with public indecency, disorderly conduct, criminal trespass and simple assault. Freeman was allegedly observed standing on a bridge over a "feed the fish" pond at the Dixieland Fun Park and urinating into the water. The manager of the park then asked him to leave. Freeman refused and allegedly assaulted the manager. He's now on administrative leave.
