The state of Nebraska can't account for thousands of dollars spent by its anti-tobacco program. And a state auditor says hundreds of thousands more may have been mismanaged. Rock Mueller, the man in charge in charge of the program, was hired in 2001, while he was in the state penitentiary for theft. His wife is an official in the state personnel office.
