Paraguayan multimillionaire Horacio Cartes promised that "the fatherland comes first" in his inaugural speech as president on Thursday, delivering a powerful message in one of the most unequal nations in South America.
Wearing Paraguay's red-white-and-blue presidential sash, the tobacco magnate said "I promise to set an example with this government" by strengthening Paraguay's international ties and committing to human rights and fighting poverty.
