Brickbat: Highway Robbery
West Covina, California, police officer Jose Antonio Garcia has been charged with one felony count of misappropriation of public funds, one felony count of grand theft by embezzlement, and two misdemeanor counts of petty theft. Prosecutors say he repeatedly stole cash from motorists during traffic stops.

How is stealing cash from motorists 'misappropriation of public funds'?
I'm going to make a guess based on an experience I had. I had just taken a job in California and moving there from Nevada. I had already closed my Nevada PO Box. I took a detour through Montana and Idaho to visit friends and family. Got pulled over in one of those two states for speeding (construction zone ended but the sign saying so was a half mile down the road with a cop waiting. Nice little speed trap!) Last thing I wanted was for the ticket to be sent to a closed PO Box, and the cop said his state allowed motorists to pay the cop in cash, $40, and it would not appear in my driving record. So I did. No receipt. How honest any of that was, I do not know, but I always had my suspicions. Out of state plates and all that.
It's not theft.
It's Civil Asset Forfeiture.
He just hasn't filed the paperwork yet. NBD.
Cops and criminals start out as the same type of boys. Little bullies with modest IQs have to make a career choice between crime and law enforcement. Fortunately, they can often succeed at both at once.
