An indecent proposal: Seven of the nine universities approached by the White House have said no to its offer of throwing more federal money their way in exchange for signing onto a compact that stipulates their commitments to academic freedom.

The University of Arizona, Brown University, Dartmouth College, Massachusetts Institute of Technology, the University of Pennsylvania, the University of Southern California, and the University of Virginia all said no. Vanderbilt University hasn't really telegraphed much (though the chancellor expressed hesitation), and only the University of Texas has indicated it might accept the terms.

The Reason Roundup Newsletter by Liz Wolfe Liz and Reason help you make sense of the day's news every morning.

This field is for validation purposes and should be left unchanged.

The compact asks universities to no longer use race or sex in hiring or admissions (thus bringing them into compliance with existing federal law) and to shut down "institutional units that purposefully punish, belittle and even spark violence against conservative ideas," if they exist on campus. (Many universities have taken issue with this framing, suggesting it's singling out a specific set of viewpoints for protection.) In addition, "universities would not be allowed more than a 15 percent foreign student population," per The Hill, and "no more than 5 percent of foreign students could be from the same country." Also, "schools with an endowment of $2 billion could not charge undergraduate tuition to hard sciences majors" and tuition rates would be frozen for five years. Standardized tests would be required for admissions. Trans policies—like who is allowed to play on which sports teams—would be dictated from on high.

Some schools, like MIT, communicated to the Department of Education that they would not be signing onto the compact because it includes "principles with which we disagree, including those that would restrict freedom of expression and our independence as an institution" and because one of their "core belief[s] [is] that scientific funding should be based on scientific merit alone." But MIT already makes plenty of commitments that are in line with what the Trump administration expects from universities: Enrollment of international students is already capped at 10 percent, and a document outlining the school's academic freedom commitments was adopted by the faculty toward the end of 2022, in response to the current wave of "wokeness" and suppression of free expression at elite colleges.

Colleges so far seem hesitant to embrace the Trump administration's proposal, fearing it would invite greater control over their decisions by the executive branch and prevent them from pursuing the policies they believe best serve their institutions. If that results in colleges—both private and public—accepting fewer federal funds, that's arguably a good thing for taxpayers, even if you disagree with the means by which it was achieved.

Zelensky's meeting: On Friday, Ukrainian President Volodymyr Zelenskyy faced tough talk from President Donald Trump during a White House meeting in which Trump "tossed aside maps of the front line and urged Kyiv to concede its entire Donbas region to Russia to clinch a deal, according to people familiar with the exchange" who spoke with The Washington Post.

Trump's about-face is striking. "Last month, after meeting Zelensky in New York, Trump claimed Ukraine might be able to regain all its territory lost to Russia," notes CNN. "But now Trump is preparing for another high-stakes meeting with Russian President Vladimir Putin, this time in Budapest. It was after a call with the Russian leader on the eve of the Zelensky meeting that Trump again insisted Kyiv must give up swaths of land for the conflict to end."

"A Ukrainian source separately called the White House meeting 'tense,' but said there was 'no shouting,' downplaying reports of a volatile encounter between the two leaders," added CNN. "Overall, the source called the meeting constructive, since Trump ultimately declared that a ceasefire be along the current frontline. Zelensky later endorsed the idea in remarks to reporters."

Scenes from New York: Zohran Mamdani's decision to pose with this man is actually insane.

I've been reliably informed that Democrats are opposed to any kind of political violence, so I look forward to them universally condemning Zohran Mamdani for campaigning with an unindicted co-conspirator in a terrorist plot that killed 6 New Yorkers. pic.twitter.com/opk2er6BnB

— JD Vance (@JDVance) October 18, 2025

"Lefty NYC mayoral candidate Zohran Mamdani gleefully campaigned this week with a notorious, gay-hating Brooklyn imam who is an unindicted co-conspirator in 1993 World Trade Center bombing and who has been linked to other terrorist activity in the United States—including urging 'jihad' on the Big Apple," reports The New York Post. "The Democratic frontrunner to become the city's next mayor was seen laughing and grinning while standing arm-in-arm with Siraj Wahhaj at the imam's Bedford-Stuyvesant mosque in a photo the socialist posted to X a day after the first mayoral debate. Councilman Yusef Salaam (D-Manhattan), a member of the Central Park 5 who was elected in November 2023, was also in the photo."

More about Wahhaj here and here. A relevant chunk from The New York Times (covering the…extremely bizarre cult-like behavior of Wahhaj's son): "The elder Mr. Wahhaj has for decades been the imam of Masjid at-Taqwa, which several people connected to the 1993 bombing of the World Trade Center either attended or visited around the time of the attack. During the investigation of the bombing, the elder Mr. Wahhaj was named on a list of several dozen potential conspirators in the plot, though he was never charged in the case and the list was later criticized for being overly broad, some former terrorism prosecutors said."

Your mileage may vary, but I don't love Mamdani's decision to pose with this man (nor do plenty of other New Yorkers).

Oh look, the "America deserved 9/11" guy has opinions about the discourse… https://t.co/IMoVGwUmeV

QUICK HITS

  • Democrats on the House Armed Services Committee are calling for hearings into the Trump administration's decisions to strike down boats in the Caribbean, following news reports of fishermen being killed.
  • "The US is balking at a European Union-led plan for Group of Seven nations to expand the use of frozen Russian assets to support Ukraine, according to people familiar with the discussions," reports Bloomberg. "US officials informed their European counterparts that they won't, for now, be joining the initiative during conversations on the sidelines of the International Monetary Fund meeting in Washington last week, the people said, asking not to be named as the talks were private. The US cited risks to market stability as the reason for its reluctance, one of the people said. Another said the US simply was non-committal at this stage."
  • "The fragile cease-fire in Gaza that came into force last week rests on some key assumptions: that Hamas militants give up their weapons and that an international troop presence keep the peace as Israel withdraws its military from the enclave," reports The New York Times. "But the countries that might make up that force are skittish about committing soldiers who could potentially come into direct conflict with Hamas while it is still an armed group, diplomats and other people familiar with the deliberations say."
  • How the pandemic changed the world for the worse, a collection of observations by Patrick Collison: massive influxes of immigrants across the West; total shift in college student behavior, including students being far less likely to do reading assignments; British economic statistics on trade, population, employment no longer as reliable; nightlife depressed in the world's major cities; Western travel to China never recovered. What else?
  • More wild post-pandemic stats:

Education stagnation: Only 3 states have fully bounced back in both math and reading since the pandemic: Iowa, Mississippi, and Tennessee.

Just 6 of 23 states beat 2019 math levels, and only 4 of 20 exceeded 2019 ELA levels.

The recovery gap remains wide.

Muslim Trantifa gunman Eric Austin, aka “Sumayyah Dawud,” showed up at the “No Kings” protest in Phoenix.

Last year he was a person of interest in a murder investigation but has not been charged yet. Phoenix Police recommend charges but the prosecutor has not charged him.

He showed up dressed as a Muslim woman while carrying an AR15 style rifle.

    Raging Case of TDS

North Carolina. 38-year-old accountant Benjamin Michael Campbell arrested after allegedly opening fire on a MAGA supporter (62-year-old Mark Thomas) over a Trump sign, according to the Daily Mail.

"He was driving along, saw the sign, slammed on his brakes, you know, had a political trigger moment, and he just had to tear the sign down," Thomas said.

Campbell was later arrested and charged with Class C felony assault. He is facing 17 years in prison.

'Many universities have taken issue with this framing, suggesting it's singling out a specific set of viewpoints for protection.'

It's an odd complaint considering their own professed beliefs that the equal protection clause, civil rights, and other legal/policy protections only apply to certain groups based on historical underrepresentation.

For example schools claim anti-discrimination polices apply only to certain protected groups and exclude straight white males. So when these same schools claim they cannot have policies targeted at specific groups we know they are lying. The only difference is that this policy targets a group they hate.

Wahhaj has made no secret of his contempt for American democracy, openly saying that “Islam is better than democracy” and predicting that “in time, democracy will crumble.” He has repeatedly called for replacing the U.S. government with an Islamic caliphate ruled by sharia law. His speeches are filled with violent rhetoric, including a 1991 sermon in which he told followers, “Those who struggle for Allah, it doesn’t matter what kind of weapons [you use], I’m telling you it doesn’t matter! You don’t need nuclear weapons or even guns! If you have faith in Allah and a knife! If Allah wants you to win, you will win!"

Wahhaj added, “Because Allah is the only one who fights. And when his hand is over your hand, whoever is at war against my friends, I declare war on them…. The Americans are not your friends … The Canadians are not your friends … The Europeans are not your friends.“

When people show you who they really are, believe them:

      - A man dressed as Charlie’s assassin.
      - A woman reenacting the moment Charlie was shot in the neck.
      - A protester saying, “I’m glad Hitler is dead” when asked about Charlie.
      - The crowd singing “Bella Ciao,” the same phrase engraved on the bullets used by Charlie’s assassin.
      - Signs mocking Trump and Erika’s injuries: “Which heals faster: Trump’s ear or Erika’s heart?”
      - A billboard honoring Charlie destroyed and covered with “Smash Fascism.”

This wasn’t free speech. This was a display of pure hatred and a call to murder.

      No. That IS free speech.

      Display of hatred?, Sure.

Call to murder? I don't see it.

There is insensitive celebration of murder, but surely no drone-bombing-boats-supporting, Hang-Mike-Pence chanting MAGAs will let mean tweets or mean cardboard signs get under their thin orange skin, right?

The "This machine kills fascist" guitar is a Woodie Guthrie reference, not a death threat by the way.

      Edit:
I just saw the guy shouting to shoot ICE agents, so yeah, that's a call to murder, but still within the bounds of free speech in my opinion.

OK. I see. That is not free speech, but vandalism.

Since that had nothing to do with the No Kings protests (happened earlier last week), I ignored it for the discussion of "No Kings included a lot of threats and calls for murder."

Yeah, it's all quite disgusting and in very poor taste. But of course it's free speech unless it rises to the level of actual incitement or threats. Conservatives need to resist the urge to mirror the left with their "hate speech isn't free speech" idiocy.
I would really like it if such things were not socially acceptable among much of the country, but it's definitely protected free speech in the vast majority of cases, excepting the vandalism.

At the No Kings protests, some attendees had made guillotines and brought them with them.

After all the shock displayed by the left and the media at the miniature gallows that was erected at Jan 6, I'm so surprised the guillotines brought by the left wasn't featured more or even condemned by MSM. Shocked, I tell ya.

I do agree, though, that those chants don't rise beyond the standard set by Brandenburg v. Ohio. It is pretty despicable speech that deserves to be called out by anyone who doesn't want political violence, though.

Yeah, ideally it would be called out by the side it ostensibly favors. I don't understand why it's condoned by fellow protesters or those on the same side as it is almost always counter-productive.

Like if I'm on the fence that a given Trump policy should be curtailed, but see someone against that policy celebrate the death of CK, I'm going to put some distance between myself and that person and their policy desires.

The thing to note here is the comment this responds to does not advocate censorship, it merely recognizes the protests included threats and calls for murder (which even QB recognizes is true).

So why is QB trying to frame this as a "free speech" issue? Is it because that's the only way he can turn this into a criticism of the right?

I saw that too. But I caution against thinking that represented most protesters there. It's the same as when you see one of those "man on the street" interview channels where random people are asked easy questions, which they can't answer correctly. If you look at the comments, you'll see a bunch of people from outside the US laughing about how stupid Americans are. And while those respondents truly are stupid, it's just as foolish to assume the respondents shown in the video are representative of the whole population. Most of those channels interview/quiz hundreds of people, but only show the ones who were comically dumb.

Then again, it wouldn't surprise me if most of the protesters at No Kings struggled to articulate actual reasons why they hate Trump other than feelings.

I'll just counter a bit with: Yes, but these are people who willingly and intentionally made the effort to show up at these rallies and not just random people off the street. If you're going to make an effort, give up your Saturday to travel to a rally to protest something, is it unreasonable to think that you could perhaps be able to articulate one tiny reason why?

In this case, the real answer for many seems to have been "It's what they paid me to do".

          1. Jefferson Paul   2 hours ago

Sure, each and every one that attended should be able to answer easy questions with specifics as to why they think Trump is a tyrant or a king.

Still, in almost any large group of people, there will be some dumbasses. My point was that those videos from the protest showcasing people who believed strongly enough to protest but couldn't answer basic questions were probably edited to select for the worst or dumbest answers and might not be representative of most of the protesters. But, yes, the ones I saw who couldn't even give specifics, even specifics I would have disagreed with, were pathetic or possibly paid protesters. I just don't think the paid ones account for many of the people there.

What else?

As Liz noted the administration is simply asking for compliance with federal law in hiring and admissions. That shouldn't be controversial. The end of viewpoint discrimination seems to be a bridge too far for the academy and probably not enforceable. Meanwhile they will continue to use illegal racist and sexist criteria until they get sued into bankruptcy. With any luck.

"universities would not be allowed more than a 15 percent foreign student population..."no more than 5 percent of foreign students could be from the same country...endowment of $2 billion could not charge undergraduate tuition to hard sciences majors...tuition rates would be frozen for five years.

The most mind-blowingly moronic 'policy' I have yet seen from these clowns.

Tuition rates frozen for five years is a good policy idea. In particular because the ONLY way to achieve that is to eliminate all federal student loans for 5+ years. That would achieve other things too. But that's not part of the plan is it.

The half-witted notion that endowments must pay for 'hard sciences' study is basically the right-wing central planning notion that substitutes for 'get rid of federal student loans'. And it would backfire spectacularly and very predictably. No surprise there either.

As for limiting foreign students to 15%, the schools with the highest % of foreign grad students are: Illinois Tech, Carnegie Mellon, MIT, Stevens Tech, Rice, CalTech, and GA Tech. IOW - say goodbye to some of the bigger STEM talent pipelines.

Which is ok because clearly the intent of that 15% total and 5% 'from one country' limit is to quite deliberately cut off Chinese and Indian talent. Those are the two countries that have a population greater than 5% of the global total so the intent there is deliberate focused restriction. So what industry is gonna be obliterated by this? What two countries will benefit the most?

Those multi-billion dollar endowments are not taxed. They also aren’t being used as anything other than virtue signal footballs for the markets.
They are supposed to be used to further the educational mission of the university. Instead, tuition increases at 5x inflation, knowing that the govt will fund it thru loans that won’t be repaid, so the admin staff can grow exponentially from the pool of unemployable critical studies majors they churn out.
If they can’t fund the education of American engineers and scientists, why do they get this royal kid glove treatment from the taxpayer?
Why should we subsidize the Chinese?

Horseshit. Many of these foreign students aren’t worth it. They commonly need to be brought up to speed, and they often suck as teaching assistants because they can’t communicate with the undergrads.

Rice was a STEM talent pipeline long before they had a president who was married to a Chinese national and had the bright idea to jack up tuition and milk the foreigners for shiny new buildings.

I work with a lot of foreign STEM. The H1b system is used to fill up labs with lab grunts at depressed wages.

This isn't really about the H1b system is it.

Are you saying that the foreign grad students in STEM are not even capable of being grad students in STEM? That they are basically DEI students (with more dollars than sense) - the worst of the worst where STEM schools are lowering proper STEM standards to accept them?

If you want to make that case then fine - do that. Find evidence that foreign STEM students are basically the STEM equivalent of basketball/football scholarship students/players.

The H1b system is more about employees who already have work experience. The STEM/student pipeline goes through F1 visas and then L1 visas or only ultimately H1b visas.

There’s only one side here that’s gotten violent.

    https://x.com/basedmikelee/status/1980350916604919967?s=46&t=qeA47-JjK6vq0pfnxg60dA

At the “No Kings” rallies, we saw countless, open calls for violence against President Trump and other Republicans

When pressed, some Democrats will shrug and insist that “both sides have bad apples who sometimes say bad things, but that doesn’t mean they reflect the views of their party as a whole”

That sounds like a good argument—and in the past it might have been

But open calls for violence among Democrats have recently become so common, widely accepted, and even celebrated—as they certainly were at the “No Kings” rallies—that this argument rings hollow

Those engaging in such behavior over the weekend appear to have done so with full, unbridled approval of their fellow protesters

And this happened in so many times—and in so many different locations—that it’s impossible to dismiss them as one-off exceptions

Please share this post if you agree, commenting on any examples you found especially troubling

This guy’s promoting the killing of federal law enforcement personnel—with the apparent approval of the crowd:

Dick proudly announces that he wants to “kill the president”:

    Nothing funky happening here:

Revolting lament that Trump turned his head in Butler, PA in July 2024:

If Trump isn’t removed from office “there will be violence”:

    Fuck your whataboutism.

    More wild post-pandemic stats:

A much more intelligent post-pandemic stat:

China now exports more 'energy value' than the US does. In the US case that is mainly fossil fuel inputs and airplanes/defense (the only fuel use that still requires oil and that the US still produces/exports). In China's case, that means solar/wind/renewables/battery tech - and everything that enables/incentivizes electrification. And the difference will only skyrocket from here.

Not that Americans will bother understanding what this means - but its huge for everything (not just economic) that the US has depended on for over 100 years.

    *rubs eyes*

So what now? The schools have stood up against academic freedom? Is this like the libertarian "don't ban the ban" thing?

The compact asks universities to no longer use race or sex in hiring or admissions (thus bringing them into compliance with existing federal law) and to shut down "institutional units that purposefully punish, belittle and even spark violence against conservative ideas," if they exist on campus.

Wait, why is the Trump administration paying colleges to not break the law?

Some schools, like MIT, communicated to the Department of Education that they would not be signing onto the compact because it includes "principles with which we disagree, including those that would restrict freedom of expression and our independence as an institution"

Compare this to these schools reaction to the Title IX Dear Colleague Letter creating kangaroos courts devoid of due process for men accused of sexual harassment on campus. No institution refused to accept that program even though it was issued illegitimately and violates the civil rights of half their students.

Also trump is simply enforcing congressional laws that bar racism. Sarc always demands anything trump does, he has to ask congress. Yet ironically is upset that trump is enforcing what congress asked in regards to barring racism.

Almost like sarcs arguments are not principled.

Sarckles invents a false motive (“they celebrate that power because they want to see it used to harm people they hate”) and attacks that instead of the actual argument.

Illegal immigrant allegedly causes fatal semi-truck crash on highway, killing driver: officials

The Portage Police Department said Broko Stankovic was driving on U.S. Highway 20 in Indiana on Wednesday when traffic came to a stop due to a Ram Sprinter turning near Douglas Drive, but the suspect didn't appear to slow down in his semi-truck, according to FOX 32.

Officials said Stankovic attempted to make a hard evasive left turn when he entered opposite traffic and hit a Subaru Crosstrek.

The semi-truck jackknifed as a result and hit the Ram Sprinter, which was pushed into a road sign. Police said the 54-year-old driver of the Subaru died at the scene.

Officials said Stankovic possessed a suspended Illinois CDL, which was a family member's, but didn't have a valid CDL himself. His company wasn't registered with the Department of Transportation, they added.

Stankovic's immigration status caused ICE to put a detainer on him as he was being taken to the Porter County Jail. He was charged with felony reckless homicide and felony criminal recklessness resulting in death.

"The compact asks universities to no longer use race or sex in hiring or admissions (thus bringing them into compliance with existing federal law) and to shut down "institutional units that purposefully punish, belittle and even spark violence against conservative ideas," if they exist on campus. (Many universities have taken issue with this framing, suggesting it's singling out a specific set of viewpoints for protection.)"

Hmm, they don't want to single out specific viewpoints for protection, but I wonder how many of those universities still have signs everywhere telling us whose lives matter?

Colleges so far seem hesitant to embrace the Trump administration's proposal, fearing it would invite greater control over their decisions by the executive branch and prevent them from pursuing the policies they believe best serve their institutions.

This is sort of saying the silent part out loud. What academia is looking for isn't so much academic freedom, per se, as academic autonomy. That is to say, academia has little or no interest in preserving freedom within the confines of academia. What they want is for academia to be free from external restraints imposed by...."outside troublemakers". Even if those troublemakers are, in fact, the people paying the bills. In a lot of ways it's an echo of the medieval clashes of church and civil law, which shouldn't be too surprising given the history of the university.

Of course, I think academia might be surprised at the lack of public pushback if Trump were to ask, "Will no one rid me of these meddlesome professors?"

"in exchange for signing onto a compact that stipulates their commitments to academic freedom

Why the hell would a modern university commit to academic freedom? That flies in the face of the whole indoctrination process so carefully cultivated over the last 75 years.

The Portland government, including the police, are ANTIFA. Time for the insurrection act:

"She's literally running behind you guys"
    @nicksortor
captured the moment a riot suspect outside the Portland ICE facility ran to
    @PortlandPolice
for cover. PPB have been recorded recently assisting riot suspects, i.e., after they're pepper-sprayed.

Illegal Migrant Walked Free From Multiple DUIs Before North Carolina Killing

An illegal migrant charged with fatally running over a North Carolina man carried a history of drunk driving arrests, but was repeatedly released by local authorities.

Immigration and Customs Enforcement (ICE) lodged a detainer for Wilmer Fuentes Mejia, a criminal illegal migrant who allegedly drove off after striking and killing a 61-year-old man in Durham in September, the Department of Homeland Security (DHS) revealed to the Daily Caller News Foundation. The Trump administration says Mejia should’ve been locked up long before the tragic accident.

“Wilmer Fuentes Mejia is a criminal illegal alien from Guatemala who has a history of driving while intoxicated and was previously deported by ICE in 2020,” DHS Assistant Secretary Tricia McLaughlin said in a statement provided to the DCNF.

“A local DA allowed him to walk free after multiple DUIs only to then cause this fatal hit-and-run that killed an innocent 61-year-old man in North Carolina,” McLaughlin continued.

Mejia, a Guatemalan national, first unlawfully entered the U.S. in 2015 and was released by the Obama administration, according to DHS. Upon an immigration judge’s order, ICE deported him in 2020 during the Trump administration, but he illegally re-entered the U.S. again — a felony under U.S. law — at an unknown date and time.
