I blame public schools.
I suspect he was never taught that a body can't be in two places at one time.
I find this detail interesting: He is the son of Arthur Morrell, a former clerk of court, and Cynthia, a former council member.
My question is how he got away with it for so long. What is wrong with NOLA accountants and payroll departments that he was able to pull this scam for years without them catching on?
Sounds like he was exploiting a rubber stamp operation.
Fraud, yes, but how is this wire fraud? We really need a top-to-bottom refresh of our laws and their common names.
