Mississippi state Sen. Bradford Blackmon (D–Attala)* has introduced a bill that would make it "unlawful for a person to discharge genetic material without the intent to fertilize an embryo." He calls it the "Contraception Begins at Erection Act." It would impose fines on violators, including $10,000 for a third time offense. "All across the country, especially here in Mississippi, the vast majority of bills relating to contraception and/or abortion focus on the woman's role when men are fifty percent of the equation," Blackmon said in a statement. "This bill highlights that fact and brings the man's role into the conversation. People can get up in arms and call it absurd but I can't say that bothers me."

First, a fertilized egg isn't an blastocyst and a blastocyst isn't an embryo. It's entirely possible that 60% of fertilized eggs don't develop into embryos, but then the only people talking about regulating women's menses are people like you.
Second, the medically recognized miscarriage rate is on the order of 10-20%. Without considerable massaging, your number doesn't jive with realized outcomes. To your own dishonesty and propagandizing against common sense, it's entirely possible that Woman A gets pregnant and conceives once while Woman B miscarries 5-6 times bringing the ratio closer to what you describe but, again, the only people talking about sifting through women's menses, arresting women for miscarrying and, now, keeping tabs on men's ejaculate, are the people you support.
Third, derivative to the above, these numbers are speculative from IVF and similar treatments, not based on any sort of real world understanding or observation. Moreover, critical to the retardation that you morons continue to sperg dunk about: just because 60% of accidental stabbings aren't fatal doesn't mean we should legalize intentionally stabbing people to death. In fact, since the bill doesn't specify that the discharge has to be from a human body, and it doesn't specify that the material has to be human genetic material, it bans, hell, all sorts of things.
