Former Dallas SWAT officer Ryan Mabry has pleaded guilty to misdemeanor assault for firing "less lethal" ammunition and wounding a protester who lost an eye during the 2020 protests following the death of George Floyd. Mabry faces up to a year in jail and must give up his police certification.

So are there quotation marks here because someone said "less lethal" or because there is a desire for people to think someone shot in the eye was killed or should have been?

I haven't combed any FBI, USPSA, or IDPA databases, but I'd say the guy going around shooting people in the eye with "regular lethal" ammunition without killing them is no slouch either.
No, the quotations marks are there because that is how this ammo is - its 'less-lethal' by design, and with a lot of additional caveats. If you don't use them IAW training and guidelines rubber bullets, beanbag rounds, gas grenades, tasers, etc can all cause serious injury and death.
Its not just less lethal, its 'less lethal as long as you are able to refrain from using it improperly.

"design" work. Because quotation marks were designed to perform the exact opposite function. See, a red SUV isn't "red" and if someone says it's "red" the quotes connote a subjective interpretation or disagreement, and "red SUV" similarly connotes a euphemism.

Only one police shooting matters, and that was the premeditated murder of Saint Babbitt. Any time the police shoot someone the subject must be changed to her holiness. Anyone who discusses the police without offering a prayer to Ashli is a leftist.
