California Is Doubling Down on Banning Plastic Bags
They're coming for new bags after old bag-ban failed.

You know those scenes from old Western movies (or Bugs Bunny) where an outlaw fires his gun near someone's feet. The goal isn't to harm the target, but to make him dance to miss the bullets in an effort to frighten, humiliate or exert dominance. Think about those scenes as you consider a set of new pointless plastic-bag-related laws that seem destined just to make Californians "dance."
Remember all the hoopla in 2014 when Gov. Jerry Brown signed a "groundbreaking" law that would dramatically reduce solid waste by forbidding grocery stores from providing "single-use" plastic bags? It's been a decade since that law turned the grocery-checkout process into a grinding routine as clerks ask consumers how many bags they want to buy and cheapskate shoppers drag out bacteria-laden reusable cotton ones.
That law's backroom negotiations offer hilarious lessons in legislative sausage-making, as unions, stores, and environmentalists jockeyed for special privileges. A key compromise allowed stores to sell thicker "reusable" plastic bags, which seemed bizarre to me. The "single-use" bags actually had multiple uses. They were so thin I'd keep them to pick up dog poo and line bathroom trash cans.
By contrast, the "reusable" bags are so space-consuming that I always just pitch them in the trash. The Mercury News' Paul Rogers reported recently that this "loophole (was) inserted by some Democratic lawmakers in Sacramento who had plastic bag factories in their districts." I didn't remember that detail, but it seemed obvious that replacing thin bags with thick plastic or paper ones might not actually work out as planned.
Sure enough, the ban was a bust. Aside from adding a buck to the typical grocery bill, the plastic ban has failed to cut down on solid waste. In fact, it led to a massive increase in landfill-destined plastics. "Last year, Californians threw away more plastic bags, by weight, than when the law first passed," according to a recent New York Times article, which called it "an environmental rule that backfired and inadvertently made the matter worse."
Apparently, the California Legislature is unaware of the term, "unintended consequences." But that's not going to stop it from trying again. Two bills are now making their way through the Capitol. Senate Bill 1053 and Assembly Bill 2236 would also ban the thicker plastic bags that replaced the thinner previously-banned bags. It seems as if lawmakers want us to reuse those dirty old bags stashed in the trunk or under the seat.
But even that isn't entirely clear. As Rogers explained, Gov. Gavin Newsom "banned people from bringing their own cloth bags to stores in 2020 when the COVID pandemic first began, over fears that the virus could be transmitted by the bags." That turned out to be bunk—like everything else related to these bag-related predictions. But Californians did the dance and began using plastic bags again after that edict, as the administration required.
If a new law passes, the likely result is people like me—e.g., people who don't want to live like vagabonds and will not drag gross old bags into the store—will have no choice but to buy thick, heavy, resource-depleting paper bags. The new bills up the recyclable content requirement and require stores to charge at least 10 cents each, but leave paper as the main option. Remember that in the olden days we all used paper bags. They were replaced, in part, by the thin now-banned bags because the plastic ones were more environmentally friendly and more likely to be reused. I have no use for heavy paper bags so I'll just throw mine into the landfill.
"Manufacturing a paper bag takes about four times as much energy as it takes to produce a plastic bag, plus the chemicals and fertilizers…create additional harm to the environment," explains National Geographic. "(F)or a paper bag to neutralize its environmental impact compared to plastic, it would have to be used anywhere from three to 43 times." Given that paper bags aren't very durable, "it is unlikely that a person would get enough use out of any one bag to even out the environmental impact."
A decade from now a new set of lawmakers surely will propose a ban on paper bags after they start clogging up the landfills. Despite their grandiose rhetoric about saving the Earth, these lawmakers are smart enough to know such efforts aren't going to measurably improve the environment or reverse climate change. At this point, it's a safe guess the new ban will actually make matters worse.
My cynical take is environmentalist lawmakers try to make our everyday lives as annoying as possible by banning items that we rely upon (bags, natural-gas appliances, gas-powered yard equipment, internal-combustion-engine cars) as penance for our society's affluent consumer lifestyle. It's just for show, but they have the political power so there's nothing we can do but dance.

I was living in California when the idiots in Sacramento voted to ban plastic bags. I often went to Chinatown in Oakland and San Francisco and those people never stopped using plastic bags. But it was a money maker for the stores that would charge 10 cents a bag. Now the Einsteins in Sacramento are putting the state on Double Secret Probation for not giving up plastic bags. It's funny looking at it from the outside.

He said that bans on plastic were a strike against Big Oil. If you remember the protesters of the 60's and 70's, they are now in control of the Democrat Party. You guys are missing the point. Grocery bag bans are just a distraction and test-marketing exercise on the path to banning groceries. Once our overlords eliminate the consumer market, you will not need bags to carry things home from the store. But you might need a couple of bags to carry all your possessions, as you shuffle from bread line to bread line.
They will just distribute free plastic wheelbarrows. You can use them at payday too, or to tote your cash for when you go to Starbucks.

Mr. HERLONG. Mr. Speaker, Mrs. Patricia Nordman of De Land, Fla., is an ardent and articulate opponent of communism, and until recently published the De Land Courier, which she dedicated to the purpose of alerting the public to the dangers of communism in America.
At Mrs. Nordman's request, I include in the RECORD, under unanimous consent, the following "Current Communist Goals," which she identifies as an excerpt from "The Naked Communist," by Cleon Skousen:

1. U.S. acceptance of coexistence as the only alternative to atomic war.
2. U.S. willingness to capitulate in preference to engaging in atomic war.
3. Develop the illusion that total disarmament [by] the United States would be a demonstration of moral strength.
4. Permit free trade between all nations regardless of Communist affiliation and regardless of whether or not items could be used for war.
5. Extension of long-term loans to Russia and Soviet satellites.
6. Provide American aid to all nations regardless of Communist domination.
7. Grant recognition of Red China. Admission of Red China to the U.N.
8. Set up East and West Germany as separate states in spite of Khrushchev's promise in 1955 to settle the German question by free elections under supervision of the U.N.

12. Resist any attempt to outlaw the Communist Party.
13. Do away with all loyalty oaths.
14. Continue giving Russia access to the U.S. Patent Office.
15. Capture one or both of the political parties in the United States.
16. Use technical decisions of the courts to weaken basic American institutions by claiming their activities violate civil rights.
17. Get control of the schools. Use them as transmission belts for socialism and current Communist propaganda. Soften the curriculum. Get control of teachers' associations. Put the party line in textbooks.
18. Gain control of all student newspapers.
19. Use student riots to foment public protests against programs or organizations which are under Communist attack.
20. Infiltrate the press. Get control of book-review assignments, editorial writing, policymaking positions.
21. Gain control of key positions in radio, TV, and motion pictures.
22. Continue discrediting American culture by degrading all forms of artistic expression. An American Communist cell was told to "eliminate all good sculpture from parks and buildings, substitute shapeless, awkward and meaningless forms."
23. Control art critics and directors of art museums. "Our plan is to promote ugliness, repulsive, meaningless art."
24. Eliminate all laws governing obscenity by calling them "censorship" and a violation of free speech and free press.
25. Break down cultural standards of morality by promoting pornography and obscenity in books, magazines, motion pictures, radio, and TV.
26. Present homosexuality, degeneracy and promiscuity as "normal, natural, healthy."
27. Infiltrate the churches and replace revealed religion with "social" religion. Discredit the Bible and emphasize the need for intellectual maturity which does not need a "religious crutch."
28. Eliminate prayer or any phase of religious expression in the schools on the ground that it violates the principle of "separation of church and state."
29. Discredit the American Constitution by calling it inadequate, old-fashioned, out of step with modern needs, a hindrance to cooperation between nations on a worldwide basis.
30. Discredit the American Founding Fathers. Present them as selfish aristocrats who had no concern for the "common man."
31. Belittle all forms of American culture and discourage the teaching of American history on the ground that it was only a minor part of the "big picture." Give more emphasis to Russian history since the Communists took over.
32. Support any socialist movement to give centralized control over any part of the culture--education, social agencies, welfare programs, mental health clinics, etc.
33. Eliminate all laws or procedures which interfere with the operation of the Communist apparatus.
34. Eliminate the House Committee on Un-American Activities.
35. Discredit and eventually dismantle the FBI.
36. Infiltrate and gain control of more unions.
37. Infiltrate and gain control of big business.
38. Transfer some of the powers of arrest from the police to social agencies. Treat all behavioral problems as psychiatric disorders which no one but psychiatrists can understand [or treat].
39. Dominate the psychiatric profession and use mental health laws as a means of gaining coercive control over those who oppose Communist goals.
40. Discredit the family as an institution. Encourage promiscuity and easy divorce.
41. Emphasize the need to raise children away from the negative influence of parents. Attribute prejudices, mental blocks and retarding of children to suppressive influence of parents.
42. Create the impression that violence and insurrection are legitimate aspects of the American tradition; that students and special-interest groups should rise up and use ["]united force["] to solve economic, political or social problems.
43. Overthrow all colonial governments before native populations are ready for self-government.
44. Internationalize the Panama Canal.

When I lived in CA I would buy new disposable nylon bags every time I went to the store. I think I probably threw away 500 nylon bags a years. When inflation was low I could afford to waste $500 a year on these little luxuries.
I hoarded them,as waste basket liners I couldn't live without them.
A long, long time ago, faded from memory, there was an age when people actually had disposable grocery bags that were compostable, and didn't pose a danger to the oceans or wildlife.
They were known as paper bags!!!!
Read the damn article. Thousands and thousands of trees were sacrificed every year to make those paper bags. Millions of gallons of fresh water, chemicals, fertilizers and four times as much energy are required to make those paper bags.
Yes, they are theoretically compostable but nobody does that because most people don't have compost heaps in their yards. The few that do know that keeping the balance of carbon-rich and nitrogen-rich materials is important and a family's supply of paper bags throws that balance way off. Instead, basically all paper bags went the landfill where they get compressed with all the other trash in an anerobic environment and will be preserved for thousands of years.
Environmentalists of that "faded age" were the ones who pushed for the move from paper to plastic.

And they did this because they saw the potential for plastics as relatively limitless. That we'd be making stronger and lighter containers and building materials out of plastics and composites than we could possibly genetically and environmentally engineer trees and other plants into doing. If you engineer an organism that dissolves plastic fairly robustly and at a phenomenal rate and produces a lovely lilac scent, great! If you engineer an organism that dissolves cellulose at a phenomenal rate you're one delivery system away from a bioweapon.

Simply toss the paper bag into your backyard. By next year it will have disintegrated. Toss a plastic bag into your backyard and it takes hundreds of years to disintegrate.
Today, they have "plastic" bags made of corn starch that disintegrate in a few weeks. They still suck, though.

Got a package from Amazon yesterday. It was in a plant-fiber container made of more than 80% recycled material. Opened it up. It was a package from the shipper in a plastic bag, "Amazon's Lightest" and made up of over 75% recycled material. (The product itself was in mylar bags). All of it, of course, delivered by an Amazon Rivian truck that weighs 1.5X as much as it's ICE counterpart, contains lithium, powers up on existing grid energy sources like NG and coal, etc., etc.,
Everybody who isn't a second grader knows or can readily reason plastics are recyclable and recyclable faster than trees can grow back, even if by tards like Rohan's own advocacy, and that the whole "Paper bags are clearly superior to plastics." is for mush-brained idiots.
At least the Amish can nominally consider work ethic, mental discipline, and soul among their principles. They don't hate electricity or carbon chains, they just value other things more. But still not enough to generally force their beliefs on anyone except their own. Plastic grocery bags suck. The dump everything out when you set them down, so your groceries end up rolling around on the floor of your car. Give me paper, please.
Do all your grocery shopping for the month at once, carry all the plastic bags fully of groceries to and from the car at once and set them all together in the footwells so that nothing has any room to slide or roll around... like a goddamned American male. If it's not enough stuff to fit in a bag learn to carry it in one hand like Johnny Bench and go without a bag you goddamned hippie. 🙂

My primary objection to the ultra-thin plastic bags at the grocery store that damned near everything is sharp enough to poke a hole in them, and one there's a hole, complete failure is shortly behind. Like, the bag of shredded cheese will poke holes in the bags. I did quite like the heavier ones that places started using here after the "non-reusable" bag ban. I did, in fact, actually end up reusing those several times, generally.
Then they banned those too.
