Doug Ducey on Budget Cuts, School Choice, and Arizona's Weird Politics
"Governors don't get to print money," the former Arizona governor tells Reason.

In December, former Arizona Gov. Doug Ducey received the Savas Award for Privatization, given annually to someone for innovation in the provision and quality of public services by engaging the private sector. The award is given by Reason Foundation, the nonprofit that publishes Reason. Editor in Chief Katherine Mangu-Ward sat down with Ducey in December to talk about school choice, how to cut budgets, and why Arizona politicians are so weird.
Q: What is it about Arizona that seems to generate heterodox or unorthodox politicians?
A: Maybe the fact that we're the youngest state in the lower 48, that we're a place where so many people came to live. So few people that are there today were actually born there. People make that decision. There's something about the West and the spirit of Barry Goldwater, it brings an independent-mindedness to it.
Q: In the modern GOP, you get a lot of emphasis on tax cutting and a lot less on the reduction of spending or balancing the budget. Do you think there's a way to reconnect those two ideas in American political rhetoric or voters' minds?
A: Well, Katherine, I think you live here in Washington, D.C., and that's what you are responding to as to how the Republicans in this town behave. You see the Democrats tax and spend. You see the Republicans in Washington, D.C., cut taxes and borrow. Governors don't get to print money and there's no appetite to borrow money except in the worst of a crisis. So you really do have to find a way to shrink your government.
I'm proud of the growth and attractiveness of Arizona. We have 400,000 additional people in Arizona vs. the day that I came into office. But our state government is smaller. We were actually able to shrink the footprint of our state government, the number of people inside the state government, the number of buildings, and real estate holdings of the state government.
Q: What was the state of play on school choice in Arizona when you came in, and what did it look like when you left?
A: Arizona has always been very good on school choice, and it's something that I believe in. I stood on the shoulders of giants like Lisa Graham Keegan and Fife Symington. At the state level, we have 525 schools of choice in Arizona, charter schools, [which are] public schools with private management. If you take those schools, that's the No. 1 state in the nation for accomplishment on math, reading, and science. We did a lot to grow that model. The BASIS Schools system and Great Hearts were both founded in Arizona. Part of what animated my run for governor in 2014 was universal school choice. The Milton Friedman idea that he shared on Free to Choose is something that took me all eight years of my governorship to accomplish.
Q: And what about education savings accounts, which are essentially vouchers?
A: Milton Friedman also said in a crisis, people will look for the ideas that are lying around. And the crisis that came was COVID, and parents were able to see what their kids were being taught or not taught and the level of rigor and expectation from the public schools. They also saw that the charter schools opened and the Catholic schools opened and many of the largest public districts chose to stay closed for nearly two years, even when the government was telling them to open. So we were able to pass universal educational savings accounts. And every child in the state of Arizona is able to take a large portion of their tax dollars and go wherever they would like to school, including homeschool, microschool, or a new school. We were able to move the bar to the highest rung. Nine other states have since followed with universal school choice. Texas and Tennessee are on the one-yard line.

And of course, Romney and Paul Ryan were the standard bearers for the GOP in 2012. Both men endorsed Ketanji Brown Jackson's nomination to the SCOTUS.

In case people missed it, Fani Willis (the Atlanta DA prosecuting Trump) and the special prosecutor have been caught lying during the hearing to disqualify them.

They’ve claimed the relationship did not start until 2022, under oath. They’ve also claimed that Nathan Wade never visited her at the residence Willis had in Hapeville. There’s cell phone records of several times Wade visited that address, including at least a couple of times arriving after midnight, and then leaving around 4 am.
Again, the issue is not whether the DA is getting booty calls, nobody cares. The issue is that she owes a duty of candor to the court (as does every lawyer, but DAs especially), and she’s been asked to testify under oath about her relationship with Nathan Wade, and she lied about material facts. She claimed there was no relationship, but from January through November of 2021, he and Fani exchanged 12,000 text messages and over 2,000 phone calls. That’s more than two phone calls and 40 text messages every single day for a relationship they say didn’t exist until 2022.
This is on top of the incredulous testimony about how she just has a big Scrooge McDuck pile of cash at home that she’s constantly using to repay Wade every time he spends money to take her on trips and cruises. She's clearly lying to the court. And if the DA has a record of lying to the court, how can her office possibly be trusted if, for example, they say they've turned over all materials from their investigation to the defense attorneys? How can she be trusted to say that the investigation is not politically motivated?
If this evidence is allowed for consideration, she is absolutely cooked.

What’s the alternative? If elections can’t be trusted, then what? Install a dictator for life? Something tells me that most Trump supporters would have no problem at all with him being el presidente por vida. And if courts can’t be trusted, then what? Skip judges and juries and let the dictator and his appointees do all the deciding? Again, I don’t see most Trump supporters having a problem with that. Well, not until the power pendulum swings back. But if the dictator gets enough power, it won’t.

What to do? As for elections, tilt the process back towards integrity even at the cost of access. There are only two reasons for democracy with broad participation. First, we might hope that if all citizens contribute, then we will make better selections of reps, and better decisions. I think we realize this is not likely. Second, if people feel like they had a valid say, they will be more likely to accept the outcome. But too much shit has happened to let people feel confident about this.

You're asking me what the alternatives are, and the alternatives are generally very bad.
The problem is that people don't trust that the court system and the judicial process is fair and neutral. The large number of heavily politicized cases, and people who have run on their record of pushing cases against certain political figures, are eroding faith in the neutrality of the legal system. If people don't trust that the legal system is giving everyone a fair hearing, with objective rules being evenly enforced, the entire system breaks down.
People will resort to violence against the court system. People will begin to take justice into their own hands. People will not surrender peacefully to law enforcement, they will not attend trials, they will not engage with the legal system. It's a horrible snowball that will lead to riots and violence.
It's not enough for the courts to simply follow the law. They have to do so in a way that promotes public confidence. They cannot allow even the appearance of impropriety. They cannot hand out decisions that are egregiously gross to the sense of justice, they can't pursue vengeance against people they disagree with. It's an erosion of the fabric of our society and it will turn out very poorly if it continues.

It matters very little whether the election was clean and fair, it needs to be demonstrated that it's clean and fair. Except our elections are a black box. They don't get audited. There's no transparency. There's almost no investigation of anything. And people actually proclaimed "Cleanest election ever!" to shut up all the critics, which did not help anything. They just proclaimed it, expecting to be accepted as experts and insiders without doing anything to offer reassurances.
If you want people to trust institutions, those institutions have to give something back to show they're working in good faith. They need to be able to demonstrate their processes and how they got to certain results. But most times they don't even let ballot watches get too close to the people counting ballots (and yes, I understand their reasons, but it doesn't really promote confidence).

People who are more left-leaning tend to be pro government in a lot of ways, with faith in institutions, while people more on the right are law-and-order types who believe police and prosecutors are always good guys. And it's stuff like the Alan Bragg prosecution of Trump where even a lot of people either leaning left or on the left are wondering, "Why are these charges being brought? They seem kind of weak and maybe manufactured for political purposes." And there's the same worry about the Letitia James fraud prosecution, wondering why there's such a ridiculous punishment for a case with no victim. And many on the right are completely disillusioned by all of this and just hoping appeals courts can rectify any issues.
This is seriously building steam. The January 6 prosecutions, the perceptions of unequal application of the law, those are growing in magnitude and we need to be concerned about the entire process of justice in this country.

I don't support school choice because the way in which Republicans have implemented it have no way of showing that it works to improve educational outcomes. Did the Arizona programs for having tax money "follow the child" come with the same testing and reporting requirements that children in regular public schools must meet? What is done to ensure that the tax credits that parents claim for education spending are really going toward their children's education? Or that their children are receiving an adequate education?
Being in Florida, and having seen 20 years of school choice here, I see zero interest from the Republicans that push it to even collect reliable data about how well kids attending private schools on the taxpayers' dime are being educated, let alone have any actual accountability. If parents want to choose a Christian school because it will reject kids that are LGBTQ (or in most cases, they would also reject 'normal' kids with LGBTQ parents) or have their kids taught that the Flintstones was a documentary, they have a right to do that. With their own money.
If they want to send their kids to a private school that won't have to spend dozens of school days figuring out the logistics of giving multiple groups of kids different tests that will determine whether the school gets to run itself or be taken over by the state, how much teachers get paid and whether they get rated as being "effective" or not, whether the kids get to move up to the next grade level or graduate from high school, then they have a right to do that. With their own money.
Parents can have a lot of different reasons to want their kids to go to a private school instead of a public school that often have nothing to do with teaching quality or curriculum. Sometimes, it is that the parents want their children to "escape" a "failing" public school. But then we need to understand what it is that makes a school "fail" and what, exactly, it is that the child would be escaping. When I look at the differences in the schools that I have taught at (yes, all public schools for 20 years), the biggest differences aren't in the quality of teaching or curriculum. The biggest differences were in the students. How many kids will behave properly and do the work that is required of them in their classes can explain the majority of any differences in outcomes between different schools. And the differences in teaching quality is thus also mostly due to better teachers being able to get hired when openings occur at schools with better behaved kids over teachers that are average or below.
When a kid escapes a public school with low test scores, high rates of discipline problems or even crime, it mostly benefits kids with parents that are able to get their kids out of those schools and into private schools or public schools (like charters or magnet programs or other special schools) that have the ability to be selective. Which brings up the other side of school choice that its advocates don't ever talk about: the schools also get to choose. That is something that regular public schools can't do.
I wonder how school choice advocates would feel about making a deal with public school teachers like me, and others that support regular public schools. Universal school choice can be available to all children - private schools of any type included, as long as all schools have the same requirements for testing and all schools must accept or reject admission for students under the same standards. To really make it a matter of equal opportunity, I would also say that all students would be provided transportation within a wide radius, like 10 miles or so. I mean, really, nothing can guarantee that a school will rate highly as much as being in an affluent neighborhood does.

ATLANTA - The Fulton County Board of Commissioners has voted to slash $200,000 out of Commissioner Natalie Hall’s budget. The bold and unprecedented move comes in the wake of a federal judge awarding her former chief of staff, Calvin Brock, close to a million dollars in a sexual discrimination case.
Brock convinced a judge that Hall fired him when he ended their sexual relationship.
