Brickbat: How Much Is That Doggie In the Window?

New York has banned the retail sale of dogs, cats, and rabbits. Gov. Kathy Hochul said the move is aimed at cracking down on abusive breeders. In a statement, she said that many animals sold by such breeders have health problems that could cost their new owners thousands of dollars to have treated.

The Founders placed limits on the federal government; they intended for states to be able to have state religion, restrict free speech, and generally run themselves the way they wanted without federal interference.
That only changed in the 20th century with the application of the incorporation doctrine based on the 14th Amendment.

But then people are getting worse animals: somebody else's problem, one that's already struck out as a pet, instead of one specifically bred to be a good one and with papers. I'm not saying rescue animals are all bad, but surely your odds of a good one are longer that way.
They banned retail sales, not sales from commercial breeders.

It looks like breeders are still able to sell up to 9 per year, but pet stores (or anyone else who would be buying wholesale from breeders) are no longer allowed to sell.
Looks like quality over quantity is part of the idea
The distinction isn't "retail/wholesale" but whether you have a storefront and walk-in customers.
I'm not defending the law, I'm simply stating what it is.
But dogs and cats give birth in litters. 2 litters could easily be more than 9 puppies or kittens. If the idea is quality over quantity sold, that looks like large numbers of animals from each litter killed.
