A Pennsylvanian state appellate court has ruled that when state law bars license plates from being "obscured in any manner" it means all parts of the plate, not just the numbers and letters identifying the plate, so cops have the authority to stop drivers because they have frames around their plates. The ruling comes in a case in which a driver was stopped because a small strip at the bottom of his plate with the state's official tourism office website, visitpa.com, was partially covered. The officer who pulled that driver over claimed the man made "furtive movements." The officer conducted a "protective sweep" of the car and found a loaded gun, ammunition, and marijuana.

These laws were passed a few years ago when the plastic covers were trendy.

People would intentionally obscure their plates to avoid speed and toll cameras.

Some of them blocked light from typical camera angles.

Working for a tolling co., I can confirm frames make it very difficult to OCR out-of-state plates. Also it gives cops an excuse to pull you over.

A clear plastic case may be the only legal way of attaching the plate since screw heads would definitely obscure a portion, albeit very tiny, of the plate while a clear case would not. Without reading the actual law it may be vague enough to allow a “reasonable person” to decide that only a clear case would ensure the plate was not “obscured in any manner”.

Bubba, They are older than that. Texas has for a long time banned frames that even obscure the tiniest bit of the top of the T. Frames from car dealers that you drive off the lot often violate this.

Didn’t we deal with this a few years back when someone covered the motto on some plate, and SCOTUS held that forcing someone to drive around advertising a state motto was an infringement of the 1st Amendment?

The wording of this complaint seems rather clumsy in light of that ruling.

Here in Southern Pennsyltucky, aka the People’s Republic of Maryland, my wife got pulled over because the dealer’s license tag frame obscured the top half of “MARYLAND”. The cop would not let her go until she removed the frame. She had to call me to bring a socket wrench to take the frame off. In an unrelated story, the local Krispy Kreme shop closed down about 2 days prior to this.
