An arbitrator has ordered the San Antonio, Texas, police department to reinstate officer Elizabeth Montoya, who was fired after punching a handcuffed woman who was six months pregnant. Video showed Montoya dragged Kimberly Esparaza out of her car by her hair, struck her in the head seven times and forced her to sit on the ground in the rain.

What's wrong with this? Aren't cops supposed to treat everyone the same? Why should a pregnant woman be treated differently than a twentysomething punk? This is obviously assault, has the statute of limitations expired...if not then charge her with assault then allow her to plea out if she quits otherwise throw the book at her. If a cop can be charged with assault for moving forward during crowd control and knocking some jack ass to the ground then this is a no brainier.
This arbitration is only in regards to the police department firing the police officer. Other legal actions, such as charges of assault, would presumably be unaffected.

OTOH, it wouldn't matter what the union contract says if the prosecutor would do _his_ job and convict criminal cops of felonies.
