Gavin Newsom Thinks California Is Freer Than Florida. Is He Crazy?
If Newsom wants to pick a fight with Florida Gov. Ron DeSantis, he should try a different topic.

It's hard to understand the rationale for Gov. Gavin Newsom's Independence Day political ad in Florida, which urged Floridians to "join us in California where we still believe in freedom." OK, there's a political rationale given that Newsom might actually be planning to run for president, but the video ad is inexplicable.
In fact, its wording suggests that Newsom might be delusional. In recent interviews, the California governor pinned his motivation on Florida Gov. Ron DeSantis' threat to impose a $27.5-million fine on the Special Olympics if that group didn't rescind its vaccine mandate.
On that specific point, I agree that threatening a private group with a fine was wrong. DeSantis has indeed embraced a variety of "culture war" policies designed to support his burgeoning campaign for the GOP presidential nomination. I have no use for governors of either party who engage in rhetorical spats as they attempt to appeal to their political base.
I still cringe at the childish battle between former Gov. Jerry Brown and former Texas Gov. Rick Perry after Perry ran ads in California urging businesses to relocate. Brown said Perry's ad campaign wasn't serious: "It was barely a fart." That's silly stuff, but Perry's ads made logical sense given that California's regulatory climate has long been a boon for Austin and Dallas.
But in what universe can a governor argue that California—despite its historical appeal to entrepreneurs and creative types—remains a beacon for freedom seekers? That ship has sailed like a yacht that has departed Long Beach harbor.
California might arguably be freer when it comes to some social behaviors, but in most areas—starting and operating a business, pursuing work, building housing, educating our kids free from government control—it is unquestionably among the nation's least-free states.
Our tax rates are so high that Californians mainly are free to work longer hours to pay for a modicum of mostly shoddy services. Keeping the money one earns is in some ways the ultimate freedom issue. Is Newsom unaware that our population is declining—as people flee our sunny clime and magnificent scenery for Godforsaken places such as Nevada and Oklahoma?
Furthermore, Californians are facing water shortages and draconian water restrictions even as Newsom's own administration has rejected new storage and desalination projects. His administration is scurrying to keep the lights on as the heat rises.
Ah, nothing says freedom like having the water police fine you when you wash the car. Or relying on a generator after the lights go out as the state mismanages the electricity grid. I don't feel particularly free knowing that the state also is busy banning those generators and other small internal-combustion-powered lawn equipment. But that's the California way.
Whenever some think tank or trade group produces a study comparing states—on tax rates, licensing rules, regulatory hurdles, quality of public services or housing fees—I always save myself time by immediately scanning the bottom of the list. The only question is whether California will fare better than Illinois, New York or New Jersey.
Perhaps Newsom and his fellow Democrats don't understand that regulations, which are by definition "rules or directives made and maintained by an authority," signify the opposite of freedom. If a person is free, that person obviously chooses how to live. If a person is regulated, that person must behave as the governmental authorities dictate.
Let's consider licensing laws, where the government imposes a long list of conditions (fees, educational requirements) on one's ability to legally work. How free are we if the authorities make it so difficult to work that we have no choice but to operate in the underground economy? "An 'occupational license' is, put simply, government permission to work in a particular field," explains the libertarian Institute for Justice.
The government mandates training, which often is disconnected from the actual work the licensees will do. Typically, trade groups with an interest in reducing competition from new workers lobby for burdensome conditions. According to IJ's latest report, California enforces some of the most-stringent licensing rules in the nation. Instead of revising them, the state hires more inspectors to fine and even jail unlicensed workers.
That shouldn't surprise anyone. In 2019, Newsom signed a "landmark" law (Assembly Bill 5) that largely banned companies from hiring independent contractors as a way to help unions get a leg up. Why do you think truck drivers now are blocking the Port of Oakland? Apparently, Newsom's idea of freedom doesn't involve freedom to work in the open market.
Even when California tries to make us a little freer, it does so in such a cumbersome way that its efforts backfire. The state's cannabis legalization law includes so many restrictions and taxes that many growers continue to operate in the black market.
So, governor, Florida may be an unappealing swamp, but it's less regulated – and therefore generally freer—than California.

If you define "freedom" as killing regulations meant to protect Florida's fragile environment while cutting business taxes by running the least effective unemployment program in the country while ignoring access to health care for the poor, hey, live it up. But they don't enhance individual freedom or the freedom of businesses and local voters to set their policies, and once the environment is burned out - and it is happening as what was once a nation leading water management program and large scale development review process have been gutted - the state will have lost much of what has brought so many there.

For every person that leaves, someone moves in. So by the "voting with feet" measure, California still has more people wanting to live here than not.

Once upon a time, sure, people from other countries were pouring into California in numbers that exceeded the rate at which Americans were feeling California. So California could still pretend to itself it was an attractive place to live. But that was last true back during Obama's time in office, and it didn't even last all the way through his second term.

California has net positive international migration, but Americans are leaving the state. IRS data shows from 2010-2020 CA lost 25,300 resident to Florida alone. More importantly, they lost $5.63 billion in annual income from those leavers. That's $222,500 per person. 60% of of the migrants and income came in 2019 and 2020. The REAL outmigration came in 2021 when tech went remote. Only the very rich and the very poor will be left.
The only positive migration is from south of the border.

If smoking dope is high up on your list of things to care about, CA would certainly beat FL. Want to carry a gun, get an abortion, start a career in a trade, be part of a union, not be forced into a union, want to build a pool in your back yard, want to give happy endings to your customers, etc.? Depending on what is important to you, different states will give you differing degrees of freedom. Not because a particular state is overall freer than another; rather because they offer you more of those freedoms which are important to you.

As a separate note, the ramblings about water and power have nothing to do with freedom. You are purchasing these commodities and they come with restrictions. One of those is that during a server drought, you cannot waste the water on stupid vanity projects like washing a car. If you don't like the restriction, don't purchase the product (might be some freedom argument if it was a personal well). Furthermore, State mismanagement of projects is not a freedom issue, it is a competence issue. Since the author lives in California, there are a few things he may not be aware of. As I relocated from Florida to California, I might expand his understanding.
Let's start with California taxes. Yes, they are high. And with the Trump SALT tax increases, they got effectively higher. No lie--that pinched a bit. Whereas, Florida has no state income tax. However, the story doesn't end there. Florida's property tax rate (0.83) is 9% higher than California's (0.73). Florida's housing prices have gone up 34% in the last year alone but its wages have not kept pace making them quite a bit more expensive on the local economy than they might appear from here on the West coast. Despite my mortgage being double in California for what it was in Florida, my insurance is 20% of what I paid in Florida. Home insurance in Florida is crazy expensive, largely due to hurricanes and the GOP's insistence that they keep it open to the free market. The result is homeowners get dropped by their insurance regularly, find new, more expensive insurance to replace it, and that cost ratchets up a hidden cost of housing year after year. Florida's insurance market is about to be downgraded as a result which could lead to even more state exposure as the insurer of last resort (and more increases in bills.) This is a hidden "tax" for living in that state.
As @Raccroc mention, water rates aren't a "freedom" thing, but hey, there's issues with that in Florida as well. As the state pumps more and more water from the ground, where all of its fresh water comes from, it invites saltwater intrusion into the limestone caves that hold the fresh water. Once that happens, the water is undrinkable and the total volume of water available is permanently reduced. Florida gets lots of rain, but people aren't positioned to harvest and drink it--so don't assume Florida is somehow awash in fresh water.
Speaking of regulation, Florida regulates individual freedoms quite heavily. It's ramping up to add an anti-abortion law to complement its laws limiting the teaching of racism and sexual orientation. It's dug up a law making drag performances illegal and has just attempted to close its first LGBT business with it. It passed a voter suppression law.
For businesses, there's less regulation, which is great if you don't like to swim in the ocean or if you're not an aquatic animal. Yes, California passed a law defining "independent contractor" in order to stop the abuse of rideshare app drivers like Uber and Lyft, and similar. These individuals were getting little to no benefits and ending up consuming public safety-net resources while the companies who hired them were banking the savings. It was shifting costs to California taxpayers. It was a poorly written law that largely solved a very real problem. The truck drivers are going to get the issues fixed as part of the normal democratic process. Unfortunately for Florida citizens, their access to the democratic process--voting--is at risk. The most recent Florida voter suppression law was recently diminished by its own conservative supreme court.
Oh, and fun Florida fact: did you know you could own the beach there? If you buy a house on the ocean, you own the beach down to the high tide mark. Some homeowners have been hiring security to kick people off the beach. But, if there's a storm event and the sand erodes above the high tide mark, on what is technically private land, the state will use everyone's tax dollars to pay for restoration. In Florida, everything is tailored for the rich and paid for by the poor and middle class.

AB5 was not created to save gig workers from big bad evil corporations.

Funny shit there. Blue states are subsidizing red states and have been for a long time. The idea of a federal tax credit for state taxes is based on the concept of making services and taxes more locally based and necessary services just up to the feds, like the do in the red states.
