I Stopped To Watch Kids Playing at Recess. Security Was Called.
"I really think I'm allowed to stay here," I explained, in vain.

It was a beautiful day in the neighborhood—that neighborhood being Queens in New York City. I was walking by one of the local elementary schools and slowed down to watch the girls doing cartwheels at recess. They practice it over and over again, which is proof that kids learn frustration-tolerance and focus during unstructured free play. That's why I'm such a fan of it.
I stopped to watch another gaggle of kids playing hopscotch like I used to do. The teacher or teacher's aide looked over at me through a 20-foot-high chainlink fence and said: "Ma'am, you cannot stand there. You have to move."
"I can't stand here on the public sidewalk?" I asked.
"No," she said. "You're not allowed to watch the kids."
"I think I am," I replied. "I'm on a public sidewalk. I'm not taking pictures and I don't even have my phone out."
"You have to leave."
"I really think I'm allowed to stay here," I said, half angry, half baffled. I am allowed to stay on a public sidewalk, separated from the kids by a fence, aren't I?
"If you don't leave, I'm calling security," she said.
I shrugged but decide to leave. I hate confrontations.
After walking a bit beyond the playground, I paused to think about what had just happened. I took out my phone and tweeted this:

Out of curiosity, and also a growing ember of rage, I went back to see if security had indeed been called. The teacher (or playground worker or paraprofessional—I don't know her exact job title) was talking to another woman, who walked to the fence and told me that she is security and I have to move along.
"But why?" I asked. "I'm not doing anything bad. I'm just watching the kids."
"That's not allowed."
"Because?"
"Because we get bad people coming by here. They expose themselves. They take pictures of the kids."
"But I'm not exposing myself or taking pictures."
"We can't let anyone watch the kids. There's just too much bad stuff out there. People expose themselves. These are someone else's children and it's our job to keep them safe!"
"How many men have exposed themselves this year?" I asked, feigning curiosity, but really hoping to make a point.
"This year? So far, none."
"Zero the whole year?" I asked.
"The school year isn't over yet."
She's right. There's another entire month of school. I don't think she's secretly hoping for a least one flasher, to reinforce the importance of her role. But I don't think that actual facts—no exhibitionists in recent memory—seem to matter very much to her.
"It's sad, but that's just the way it is," she said.
As I have said since I founded Free-Range Kids in 2008, and since starting Let Grow in 2017, our society is set on overestimating danger and underestimating kids. The same society that arrests moms for letting their kids wait briefly in the car is the society that won't let kids off the bus without a (pre-approved) adult waiting to walk them home is the society that won't tolerate a person watching children frolic at recess, even when separated by a fence.
Fear has twisted its way into everyday life. It has choked off common sense. Now it's taboo to trust anything, or anyone—even a lady on the sidewalk, smiling as she thinks back on her own hopscotch games long ago.
And so I was shooed along, collateral damage in the quest to wrap every child in a bubble of perfect safety. Now I sit at my computer, wondering: What would it take to give every one of them a nice, sharp pin? (Though some authority would no doubt accuse me of distributing weapons to children.)

As a male who watched their own kids play in a public park, the number of ugly looks I got from the Karens was quite high. It got to the point where I would make sure to call my kids over to me periodically to get them to chill the hell out.

I've worked in a private school, and I come from a line of public school teachers. The first time in a private school I noticed the difference. It took me a while to put my finger on it though.
In a private school the parents are treated as paying clients and the students are treated like human beings. It's simple but hard to see, children aren't treated as adults but they are treated with the same respect one accords to adults. They aren't beings meant to be corralled, ordered about, and assumed to be useless.
Public schools could be this way, but the whole philosophy of public schooling orbits around conformity and obedience to petty rules. And as the decades roll on the worse it gets. My grandma used to tell how she refused to coerce left handers into only using their right hands, because she herself was left handed. Today that's not an issue, but the coercion into conformity is even more stringent. You do what the teacher says, and the teacher is told what to say.
The professional is replete with teachers who quit out of despair and disgust. It's not the same system my parents used to teach in, not the same system I attended. And it's just keep getting worse. It's NOT left versus right, it's conformity versus individualism.

Yeah I've taught in both public and private schools and my children have attended both public and private schools. This is the sense I get, too. When friends of mine who teach in public schools complain about their jobs and how soulless they are, I try and have a serious conversation with them about teaching at a private school instead. The couple that have made the switch never regretted it.

OK, swap in shorts for kilt, and that's a real life argument I had when I wanted to wear full-length blue jeans on the hottest summer days as a kid. We had pickup games of baseball in the mornings, then after lunch we'd hit the beach and swim. The ballfield was separated from the village beach by a parking lot. Most of those pickup games were actually something we called 500. {One guy hits. Someone pitches to him or he hits fungoes. When a player in the field accumulates 500 points - so many for points for fielding a grounder, more for catching a fly ball - that fielder comes in and bats. The batter grabs his glove and heads into the field. } If you got enough guys together you could have actual games. Maybe you played with 2 outfielders, and the opposite field was "out."
There is a reason for school uniforms. It stops the entire competition for best/sleaziest dressed. Personally, I don't think young women should dress like porn stars or young men, crack head meth dealer rap wannabe's. But that's just me.
Except when it doesn't. I spent 12 years in Catholic elementary and high school. Girls had one uniform, guys another. Kids competed for status based on what accessories they wore along with the basic kit. Once old enough to care, the girls would learn how tailor their plaid skirts and waistcoats to show off what they had to best effect. The plain white blouse could be very loose or practically molded to the torso. Are you wearing the hip brand or the K-Mart special?
Guys in high school tried to see how long they could get away with wearing clothes that broke the uniform/dress code. A flannel shirt rather than a dress shirt, usually with a "Rooster" tie. Cords instead of the grey wool or polyester slacks. desert or "chukka" boots instead of black dress shoes. If a teacher noticed a kid crossing the line, he'd be sent to see the Dean of Men (or of Women, as the case might be.)
That's still better than girls going to school nearly naked and boys dressing for a job interview with MS-13.

I've always had the concern that when I turn up to practice at my local HS running track and I watch the football (soccer) until the track is clear, some jobsworth or Karen is going to bother me, a 65yo man. The security guard explained this rather well, I thought. Yes, it makes perfect sense to have a law preventing bad men from flashing kids at school.
But here you see the institutional mind perfectly at work: because the tool is available, it must be used, no exceptions. You are forbidden from using your judgement. You are not allowed to observe that a woman you're having a chat with through the fence is not someone who is a threat.
It's the refusal to exercise discretion that gets you, the robotic following of orders to the letter without regard to the circumstances or context.
I am seeing a dichotomy here where people screeching outside a public residence in violation of an actual law is allowed (even encouraged) while a (single) person breaking no law nor even attempting to draw attention is told to move along or *GOV GUNS*. This happened to my male roommate in a small Canadian town in 1996. He stopped on the sidewalk to watch some of a track meet at a high school. The police were called before anyone said anything to him.

Im not sure op is really considering her point from a male perspective. It seems she's either completely unaware of a male persoective in the same situation or entirely and intentionally avoiding it. As a caged child, I would not wish to be treated by passersby as a zoo exhibit. Do not children -- who are already institutionalized in cages all day and let out only for brief moments of play -- have a right not to be stared at by strangers whilst playing?
