Oklahoma Governor Signs Bill To Create 'Free Speech Committee' for Public Universities and Colleges
Bill sponsor had expressed concern about students and faculty being punished for their political beliefs.

Oklahoma Gov. Kevin Stitt (R) signed a bill into law Wednesday that creates a free speech oversight committee for the state's public colleges and universities. House Bill 3543 was passed with bipartisan support by the state's Senate earlier this week.
H.B. 3543 would create the Oklahoma Free Speech Committee to the Oklahoma State Regents for Higher Education, which is the governing agency for the states public higher education institutions. The bill tasks the new committee with reviewing and recommending college free speech policies and training, as well as reviewing complaints from students and faculty who believe their First Amendment rights were violated.
The bill signals a break from current culture war practices by encouraging more free speech on college campuses. H.B. 3543 seems far more consistent with a belief in the importance of free speech rights and culture than either conservative efforts to forbid the discussion of "divisive concepts" and abolish tenure or liberal efforts to demand students and faculty adhere to progressive groupthink.
The bill's sponsor, Chad Caldwell, (R–Enid) argues that H.B. 3543 would establish an "understanding of just some general concerns, mainly that our colleges and universities are prepared to protect the rights and the free speech rights for all our faculty and staff."
When writing the bill, Caldwell took inspiration from the Foundation for Individual Rights in Education (FIRE), a First Amendment organization focused on colleges and universities. Zero Oklahoma schools have achieved FIRE's greenlight rating, which is given to universities with written policies that protect student speech rights and academic freedom for faculty.
"FIRE is pleased to see that Governor Stitt signed HB 3543," FIRE Legislative Counsel John Coleman tells Reason in an email. "Creating a committee that will review speech policies of Oklahoma's public colleges and universities is a positive step forward in protecting and promoting free speech rights for students and faculty."
"We shouldn't have a professor worried about getting fired if they say this or that," Caldwell said. "We shouldn't have a student that has to worry about, if I don't take a Republican view or a liberal view that I'm going to get an 'F' on a paper. That shouldn't be something that's going on at any of our colleges or universities."
The bill passed the 48-person Senate with only two opposing votes.
In a statement responding to the legislation, the State Board of Regents said, "As public colleges and universities, our state system institutions embrace the First Amendment and recognize the importance of free speech, which is reflected in myriad viewpoints shared through academic discourse on campuses across the state." The Board continued, "If this measure becomes law, we will follow the provisions to create a process that ensures our institutions continue to be places where the open exchange of ideas and perspectives is encouraged and protected."

Sad time we live in when the states have to write laws saying that the gov must follow the first ammendment
+1, you triggered the anti-individual rights, anti-representative government bigot.
You must be aware that the First Amendment was written by insurrectionists in the first place, right?
It’s time to crack down on the Marxists.
To be honest, I dream of learning a foreign language just to go live in another country. In my country, there can be no talk of freedom of speech, and I'm tired of it. I took some time to find out how to learn french fast and decided that I should still study with a tutor, but in my free time I will watch a lot of series and movies on Lingopie to learn to listen to native speech and understand it.

So Rev, tell us where Oklahoma falls in student debt?
Or how many of the degrees in OK are Chemical Engineers vs Gender Studies?
I'd like to see California's figures for Liberal Arts degree majors working as baristas.
I happened to have a tweet pop up while I was looking at some others that had been linked, from someone claiming to be the "First unionized barista at the first unionized Starbucks in Wherever, Colorado".
Because being a barista is such a highly skilled job that if all the baristas at a given Starbucks decided to go on strike, it would be super difficult to find replacements in the absence of government interference in the process.
Facts don't matter to bigots like rak. It reveres 'elite' institutions because they cost money and keep the filthy serfs from those nasty flyover states from getting in. This is no different from the obsession with titles and 'specialists' that is endemic in its in-group. They are followers, rote repeaters of in-group biases, and bigots. They cannot help it, but they can be mercilessly mocked and shunned for it. It never hurts to point out that, in every communist uprising, hypocritical loudmouths like rak were among the first to be executed.
At this point, the Rec. and his pals should be locked up, or discarded into landfills. Although they should be first given a chance to leave America forever.
Hey now, that doesn't sound very environmentally friendly. At least if they were used as fertilizer they would finally have the opportunity to be useful for something.
Composting? Ok.
Your betters don't want your approval, clinger.

Getting stomped in the culture war has consequences. In particular, you will follow the rules set by the liberal-libertarian mainstream right up to the day you are replaced.
“ PERCENT SLACK-JAWED

At least that was kinda funny. But maybe check which state has the highest percentage of illiteracy. California also doesn’t look great in other education metrics.
It looks like Oklahoma is at least trying to do something about their rankings. Doing away with lefty propaganda looks like a good first step to me. Left-authoritarians asked for it.
California has Berkeley. Stanford. Silicon Valley. Cal Tech. UCLA. The world's fifth-largest economy. Pomona. The Nanosystems Institute.
Oklahoma has bigots, hayseeds, faith healers, Oral Roberts, Oklahoma Baptist, Oklahoma Christian, Southwestern Christian, Mid-America Christian, Heartland Baptist, and Corn Bible Academy. Its top-rated attraction is a highway (attractive because it can be used to get the hell out of Oklahoma).
Shame on those people for going to church.
Shame seems strong, but there is little attractive about adult-onset superstition or chronic gullibility.
You mean like believing in pregnant men and 93 genders?
Really, you Marxists should just be put down. You’ve gone from a music ace to a real Marxists threat. Threats should be eliminated.
Says the religious nut job.
The second group sounds better tbqh.
Probably because Silicon Valley runs on the backs of it's illegal immigrant slaves, and the world's fifth-largest economy has the biggest wealth gap and wage disparity on the planet.
California is like Haiti ruled by Manhattan.
The wealth gap is a feature to big government douches like the Rev and Tony. Probably because they think they’ll end up on the rich side.
Is your objection to success rooted in anything other than envy, regret, and resentment?
Is your bigotry rooted in anything other than growing up getting pummeled by bigger, stronger boys?
Mostly it was getting pummeled by the bigger, stronger girls.
No, but your hate is.
Was wondering if you would resort to naming all those elitist universities and institutions, that are barely affordable or accessible for regulars, but still pretend the Democrats are the party of the people.
See, if we go by mere bling bling, CA might be preferable to some. Part of it is the bling bling of injection needles on the streets. In reality, by the way, all Cal Tech is is a hard-to-get-into status symbol. Their education quality isn't significantly higher than other universities, not by any disproportionate margin. The average income after 10 years for your super elite universities is only about 20K more than any top 10% tech university in the US, or maybe even top 20%. Your top universities have, if anything, a marginal edge in "quality", but a whole lotta elitism wrapped around it, in conjunction with political thought filters to ensure the ideological composition of their alumni. This is dysfunctional and vulnerable to competition, especially once people get that, intellectually, after you're IN the university, differences are are NOT as pronounced as they like to advertise. And being ideologically blindfolded has a cost too.
Do you really wanna get into metrics-comparison? Because if we do that holistically, CA will NOT look good in many respects, especially today. And they are working to get worse.
I think I know what drives you. You have been brought up in a terribly backwards place and you have experienced the downside of extreme conservativism or extreme religionism in the 60's if I'm correct. Something like that. But times are changing. And the left has demonstrated to anyone with a remotely open mind that they are VERY well-equipped to be perfect tyrants. And that is why people now respond to their indoctrination attempts with more vigor. I'm also enjoying the latest developments around twitter, CNN+ and so on. Looks like people are starting to find more moderation again. But then, I am vulnerable to my own optimism.
Times are changing. You don't have to be a clinger though. Take it easy.
I work on Cali, I went to a Midwest state school and make more money than the people that went to cal tec and MIT, mainly because I never stopped learning and as soon as they got the job they began to coast. I got promoted faster, because thanks to state school I worked as a mechanic. Being able to run a mill and a lathe helped out and allowed me to get jobs done way faster. The cal tec kids have no clue how what they are designing actually works in the real world

Having spent time in both California and Oklahoma the bigotry is much more open in California. I don't doubt there is plenty to go around in either state, Californians just seem much more self-righteous, emboldened to share and unaware of theirs.
and racist, too, no doubt, since Oklahoma is only 74% white.
So which minorities is the not-so-good Reverend calling "slack jawed"?
Most of the non-white population of Oklahoma is Native American.
The Democrats have hated them since they first sent them on the Trail of Tears.
That's not really true. They do have a slightly higher native population for obvious reasons but their demographics generally follow the rest of the population.

A spent some time at the University of Oklahoma, working with the weather guys there. Very smart guys. But then again, it was a university. Duh. But these were post graduate guys studying tornados and stuff, not the undergrads. Don't know anything about the undergrads, just that the school tilts heavily into football.
Tenure is an outdated concept that affords protections to a class of workers, protection that no other workers in no other industry receive. I applaud the move by Stitt and Caldwell, but the concept that 'We shouldn't have a professor worried about getting fired if they say this or that' is exactly incorrect. The protections of 1A stand, the codes of conduct and rules of professional behavior for institutions also stand. When a professor, right-leaning, left-leaning, makes public statements that violate these rules and detract, distract from the daily operations -teaching, then the professor should expect to be held accountable.
It's even worse when you consider that the point of education is to train your replacement. Tenure flies in the face of that.
I have to agree, education outside of trade and vocational-technical schools long since stopped being about preparing students for the workplace. It's a self-serving industry, bloated, and sociopolitically a monoculture. Much as the media fails to present objective news due to their biases, the education industry generally fails to do more than produce more ignorant and biased people unprepared to work.
It's even worse when you consider that the point of education is to train your replacement.
Would you like to take another moment to ponder the university system and reconsider this statement? I guarantee that the "point" of the vast majority of university education is not to train more university professors. In fact, "how many people the university admits who never leave again" is a pretty good metric for how badly a university is failing.
Tenure doesn't mean you can't get fired. You can still get fired, but you can only get fired for cause or extreme circumstances (budgets, etc). So you can't just say whatever you want, but you pretty much can publish anything academic. Tenured professors are still subject to any professional codes of conduct.
Also, public school teachers can get tenure. Not sure how common it is, but my father had tenure at his school, pretty much anyone who could stick around for five years got it. It wasn't a union thing either.
Joe Biden is literally the best President ever. Let's list just a few of his many accomplishments:
1. Liberated and dismantled Orange Hitler's concentration camps.
2. Showed Putin he can't misbehave like he did under Drumpf.
3. Delivered the vaccine and shut down the virus.
4. Ended the #DrumpfDepression and ushered in the greatest economy ever.
So why do wingnut.com disinformation sites like "Gallup" think they can get away with these obviously fraudulent polls?

5. 'America is back! Leading on the world stage
6. The adults are back in charge. No more rapid turnover of staff in the WH, or incomprehensible stream of thought rambling from POTUS. Just pure focus on a just, equitable domestic and foreign policy
7. Not even a whiff of scandal
8. Appointed a Black woman Supreme Court justice who is especially sympathetic to the Koch / Soros / Reason soft-on-crime agenda.
I believe the Washington Post journalists are in agreement with you.
Darnit! Whycome people don't think Biden doing good?
Strangely (not really) WaPo declines to show the changes in employment rates over the past few years, instead declaring things to be exactly what they say, and then pointing to some more opinion polls.
Weird.

You see? Another example of how Amerikkka is a racist and homophobic country. Where oh where can an honest Black and gay man like me with less than 5 felony counts and less than 3 accusations of fraud go to get an honest day in court? This is all because the liberals have set up a plantation for good little Democratic negroes to go do things like import Mexican votes for Hillary Clinton. So racist. So wrong. Where is the only honest journalist in the world and fellow gay compatriot? I’m referring here to, of course, Glenn Greenwald. I’m sure he’ll have a tweet about it and then maybe something about Julian Assange— who is yet another victim of the liberal totalitarianism of lib-fascists in the USA and it’s appendage at Twitter

PS — How's your portfolio doing? I believe when you last updated us you claimed it was up 30% since Biden's inauguration. Has it gone even higher?
I’m sorry… I just don’t have it in me to respond to what I take as snark. You see, today my ex-lover MTG refused to even acknowledge my existence in court today. I’m heart-broken as you may have guessed. Another Black Man wronged by a White Women, I guess you could say.
You were just so much more entertaining in 2021. I'm sure you remember what that wonderful year was like — Democratic control of the White House and Congress, no minimum wage increase, Medicare for All off the table ......... and the 10 richest Americans gaining a combined $324,000,000,000.
And how did your "American Socia1ist" character respond to the unprecedented efficiency with which the Biden economy concentrated wealth at the very top? By spending 90% of his energy freaking out about state-level abortion laws! It was such a clever routine. Really drove home the idea that "socialism" is a fashionable lifestyle brand that poses no threat whatsoever to the rich and powerful.

They wouldn't need a committee if they just started prosecuting state employees who violate the civil rights of students.
Unfortunately it's not criminal and in most cases the schools never fire the administrators because the rest of the staff feels the same way. Taxpayers foot the bill. One circuit court did start hitting up admin for punitive damages on a subsequent case where they punished a male for sex harassment without due process. At least this committee can review claims early and head off the suits that follow.
I'm not sure. A lot of those folks are state employees. "Deprivation of rights under color of authority"?
In practice I have never seen that applied to anyone other than law enforcement.
And rarely enough there. I know. It's probably a long shot anyway, I'm definitely not a lawyer.
The bill signals a break from current culture war practices by encouraging more free speech on college campuses.
The war where one side wants everyone to speak and the other doesnt?
Yep, the struggle is between progs, and everyone else. Which is who the progs want to silence.
Republicans are banning books and topics of conversation all over the country.
Whoch books have they banned?
What book ban? The only discussions being banned are sexual discussions between government schools and 5-8 year olds. But of course as you are a full on rapist, who is into Africans, dyslexics, children, that sort of thing, you are against protecting children from grooming.
So the committee fires every administrator not working on faculty classroom issues. No more DIE admins, no more Title IX admins, no more anything not related to teaching.
BINGO! Free speech.
Yes, a nice break from all the Republican suppression of speech in what is definitely not an Orwellian attempt to suppress yet more speech.
These guys are doing the bidding of rubes who've never set foot on a campus yet think they know all about what goes on there.
The only suppression of speech among adults is from sick Marxist deviants like you. So fuck off with your lies.
"Republican suppression of speech"??? LMAO!! Projection in over-drive. Apparently you haven't seen all the leftards out shutting down voluntarily attended campus speeches like Dennis Prager, Ben Stein, Ben Shapiro...

Oh, I saw plenty of it all the way through grad school. Making left-wing academics should be considered a public service.
Making left-wing academics uncomfortable should be considered a public service.
Not sure another 'agency' of Commie on Commie-Education is going to fix anything even if it's advertised as "freeing speech"..
If anyone *really* cared about education they wouldn't put Gov-Guns at it's helm.. What's the purpose of that?? Forced Indoctrination? Teacher enslavement? Armed theft stealing the bill from someone else? Gun enforced "In-Crowding" and group-think?
Maybe it's time to think of education as a service industry. As-in they serve us; not mandating YEARS and YEARS and YEARS of GE indoctrination that has very limited to absolutely no real life benefit.
I agree with you in spirit, but maybe you should try not rambling like you have a second-grade education before you start saying that education should be optional.
Humorously; I'd place bets that my Commie-Education Indoctrination is higher than yours.. Ironically; you find that nothing to be impressed by.
Every time a student speaks freely, a snowflake melts.
Every time a person speaks freely a city burns.
We need a committee for this? How about prosecuting those that would prevent free speech for violating the constitutional rights of others.
I'd prefer a bill to shut down public universities and colleges. (Running universities & colleges isn't a proper function of government.)
Reminds me of the Berkeley Free Speech Area. If it's free speech, why do you need a special area for it?
Likewise, why do you need a free speech committee? This is not about free speech, this is about a bureaucracy regulating speech. All you need is a statement affirming the First Amendment to the US Constitition. If the bill of rights is not incorporated into the Oklahoma constitution, then all that is needed is to incorporate it. Done. Then let the courts take care of it, and not a partisan political committee. If the legislature wants to sue for a violation of the First Amendment, they are free to do so today.
