No, DOJ Shouldn't Investigate Tulsi Gabbard for 'False Russian Propaganda'
"Ukraine biolabs" is a textbook example of why the mainstream media's push to outlaw so-called disinformation is irresponsible.

The hosts of The View opened their show today with extended criticism of former congresswoman Tulsi Gabbard and Fox News host Tucker Carlson for allegedly spreading "false Russian propaganda" relating to Vladimir Putin's invasion of Ukraine. They also called on the U.S. Department of Justice to investigate the pair.
"They used to arrest people for doing stuff like this," lamented Whoopi Goldberg.
Perhaps Goldberg was referring to U.S. government efforts to root out Russian spies who fed information to the Soviet Union during the Cold War. It is a crime to share state secrets with hostile foreign governments. But that's not what Gabbard and Carlson are doing; it's not even close.
Gabbard, Carlson, and others who take a contrarian position on the Russia-Ukraine conflict are engaged in speech protected by the First Amendment. Their views might be wrong, but they are free to share them. Americans do not suddenly lose their right to express political opinions that are disfavored by the mainstream media and the U.S. government in the event of a war between two other nations. Indeed, we should not lose our right to free speech even if the U.S. itself goes to war.
A century ago, during World War I, the U.S. Supreme Court placed unfortunate restrictions on the rights of Americans to organize against war. While the decisions in Schenck vs. Ohio and Debs v. U.S. were never explicitly overturned, subsequent Court decisions gradually invalidated the logic behind them; the modern Supreme Court takes a fairly maximal position on the First Amendment, and the right to express anti-war views—even if some people view them as offensive, insensitive, or inaccurate—is now well established. The DOJ can't investigate Carlson for sounding insufficiently hostile to Putin.

Gabbard's statements are also protected by the First Amendment, even if they constitute "false Russian propaganda." But it's worth looking more closely at her most recent claim, because I'm not at all convinced that it was characterized fairly. Gabbard is currently catching flak for voicing concerns about "U.S. funded biolabs in Ukraine," a line that The Washington Post has branded "Russian disinformation" and Sen. Mitt Romney (R–Utah) considers to be "treasonous lies."
Again, there's nothing treasonous about what she said, even if it was wrong; treason is a crime, theoretically repeating Putin's justifications for war is not. It's clearly not entirely wrong, though. Under Secretary of State Victoria Nuland recently confirmed to Sen. Marco Rubio (R–Fla.) of the Senate Foreign Relations committee that Ukraine does indeed possess biological research facilities and that she is worried about Russia taking them. Quoting the State Department, The New York Times described them "as diagnostic and biodefense laboratories" rather than "biological weapons facilities." The Times goes on to quote Robert Pope, director of the Pentagon's Cooperative Threat Reduction Program:
Mr. Pope had warned that Russia's invasion of Ukraine may damage laboratories in the country that conduct research and disease surveillance and are supported by the United States. He noted that some of the facilities may contain pathogens once used for Soviet-era bioweapons programs, but he emphasized that the Ukrainian labs currently did not have the ability to manufacture bioweapons.
"There is no place that still has any of the sort of infrastructure for researching or producing biological weapons," Mr. Pope said. "Scientists being scientists, it wouldn't surprise me if some of these strain collections in some of these laboratories still have pathogen strains that go all the way back to the origins of that program."
Scientists being scientists? Forgive me for not being entirely set at ease by this, especially given what the public has learned about lax oversight in U.S.-funded foreign laboratories that conduct research on pathogens. A laboratory's research on pathogens can be of great concern, whether or not the research is being used to create a weapon on purpose; similarly, most people who suspect that COVID-19 emerged from the Wuhan laboratory think it was an accident, not a deliberate biological weapon.
Again, it's perfectly possible that there's no real danger here, and both the Russians and Gabbard have raised erroneous concerns about the laboratories. I'm not sure how anyone could be entirely certain that this is the case, though. Indeed, while The Washington Post's fact-check laments that the American right has "embraced Russian disinformation about 'U.S. bioweapons labs' in Ukraine," the actual article claims that loss of power to the lab in Kharkiv could inadvertently result in the release of several pathogens.
"Andrzej Jarynowski, a Polish infectious-disease epidemiologist, said Kharkiv's Institute of Experimental and Clinical Veterinary Medicine is one of the best labs between Greifswald, Germany and Pokrov, Russia—a distance of about 1,300 miles," wrote The Post's Glenn Kessler. "He said ASF, Bacillus anthracis, avian Influenza viruses, Francisella tularensis, brucella, salmonella, E. coli (toxin producing), Borrelia sensu lato and the coronavirus were studied at Kharkiv, a city now under siege, with active agents stored until the invasion."
And the hosts of The View want the DOJ to investigate—or even imprison—political commentators who are vexed by all this? Really, it's a textbook example of why the mainstream media's push to outlaw so-called disinformation is deeply irresponsible.

The propaganda is that there are Ukrainian biolabs funded by the US that are creating bioweapons for possible use against Russia or the breakaway regions.
The truth is that these are old Soviet biolabs that the US is assisting Ukraine in converting to non-weapons labs and destroying the dangerous materials.
Neither of them said they were exclusively funded by the US nor they were exclusively for bio weapons. That is a lie narrative checkers are using to convince idiots like yourself that those are lies.
The statement was US funded bio labs. Which are all true adjectives. There are grants from the US showing funds going to these laboratories.

She also stresses that these labs are "dangerous". This is advanced-textbook disinformation propaganda. To tell lies is Propaganda 101, to tie it up in truths (and even have some statements be technically true) is graduate level propaganda.

People who are repeating the party line are supposed to over-interpret those statements to mean that there is nothing there. That it is all made up.
But they have already told you that they are old bioweapons labs that are being "cleaned up" by continuing research into the strains used so that we can "defend ourselves in the future" with treatments and vaccines.

We have this thing called fire. It’s pretty fast.
It's been over thirty years, most bioagents can be destroyed by heat. The lengths of time to destroy stockpiles, if they exist may take that long, depending on the size of the stockpiles. The US is still destroying leftover stockpiles from the 1970s, but most of those are chemical as opposed to bioagents, and much more complicated to dispose of. Thirty years seems a bit long to still be trying to convert these labs.

If you want to complete the work and continue it elsewhere, that might take some time.
But a few gallons of bleach and an autoclave would take care of the cleanup. That would be mostly over in days, with a couple of years of monitoring and testing if you suspected contamination of things like anthrax spores.
This is how you know they are sharing the truth. They are in no way "cleaning up" in the sense of destroying and saying the site.
They are "cleaning up" in the sense of studying the work that was done and studying the strains that were created (and perhaps others). They have said exactly this in the past. Nobody pretended otherwise.
Some of that is semantics. But that is how we have always characterized US bioweapons research. I had a lab partner who worked in biodefense for the Army. He worked on immunology, no direct relation to a weapon, but the programs studied weapons pathogens in exactly the same way that a weapons lab would, and they called it bioweapon defense. All the way back to the the 50s.
That is what is being done... Studying weaponizing bugs in order to understand how to defeat those weapons.

The real problem is not so much any actual labs as it is the people there with the knowledge and experience to run one.
Were I in charge at the end of the cold war these sorts would have been identified, offered generous pensions, and retired to locales where their movements could have been easily tracked. Then the labs decommissioned and disinfected. Anyone who didn't take the offer would have been autoclaved.
Instead we decided to keep most of them local, and pay them to stay on and largely do nothing new. Which really only perpetuated the problem.

Let me see, a US official admitted that there were biolabs in the Ukraine, labs which research and activities sensitive enough to create a National Security incident should they be captured or compromised by the Russians. The Politifact calls up the CIA and asks the front desk lady if there are biolabs in Russia, and they say "Nuh uh" and Politifact reports (falsely) that there are zero biolabs in Russia.
As Greenwald succinctly reported, had Politifact pointed to Russia and China's assertions that there WERE biolabs engaged in shenanigans in Ukraine, it would have been perfectly reasonable to say that "Russia and China have not provided any evidence of their claims". But that's not what they did, Politifact made an emphatic statement of fact: There are zero biolabs in Ukraine-- a fact they couldn't possibly know.
Now who's the victim of disinformation?
To expand on this, it may be possible that the biolabs may be doing something perfectly benign, reasonable and ethical. For instance, I don't subscribe to the notion that the existence of biolabs mean they're engaged in making bioweapons. But the fact that it was revealed that there is a biolab that's so sensitive that it can't fall into Russia's hands, tells me that they're not researching the carcinogenic properties of caffeine.
They're biodefense labs, which basically means they have to have weapons grade pathogens available to conduct their research and it once was an active Soviet bioweapons research lab. So, yeah it's pretty much guaranteed they have some pretty nasty shit on hand.

They have a population of 44m, which isn't that far off from Russia's 120m. For 8 years, Ukraine has been funded, trained, and equipped by the US. What have they done with those resources?
Political & military leadership is corrupt and appears to have done little to nothing to prepare a viable defense. Forces should have pulled out of the Donbass, which is at least somewhat hostile and not under Kiev's control (which is why they've been shelling it for 8 years), to fortify Kiev and Odessa. There's no logical reason to get half your army cut off fighting for separatist territory in the face of Russian invasion. The pincers to cut those units off should've been expected.
So why were they left there? Why are they "forced" to send 18 year old kids to the front line with just 3 days of training?
It's because they weren't prepared, but relied on direct NATO intervention. No plan B. They only explanation for leaving significant forces in the east other than unimaginable incompetence is that they expected NATO to come in and attack right up to Russia's border, thus Ukraine army could swoop in and retake the Donbass.
They're sending civilians with practically no training out there, begging for foreign fighters, and all of their efforts/strategizing has gone toward propaganda to ultimately draw NATO in and kick off world war 3.
