Stephen Breyer Is Retiring from the Supreme Court, Reports Say
Assuming Biden can replace him, the Court's ideological composition probably won't change much.

Associate Justice Stephen Breyer is planning to retire after 28 years on the Supreme Court, according to multiple news outlets. He informed President Biden of his decision last week, POLITICO reported.
Breyer is currently the oldest justice on the Court, and the longest-serving member of the current liberal wing, which includes Justices Sonia Sotomayor and Elena Kagan. His record is not especially admirable from a libertarian perspective: in 2014, Reason's Damon Root described him as "a pretty reliable vote for the government" who has shown tremendous deference to both Congress and the police.
Like Justice Ruth Bader Ginsburg before him, Breyer has long faced pressure from progressive activists and pundits to time his retirement so that a Democratic president could appoint his successor—and a Democratic-controlled Senate could confirm them.
With the GOP poised to potentially take back the Senate in 2022, Biden currently has a small window in which to guarantee the appointment of a liberal justice. The 50 Democratic senators with Vice President Kamala Harris as the tiebreaker can confirm whomever Biden appoints, assuming that no one breaks ranks. Democratic Sens. Joe Manchin (W. Va.) and Kyrsten Sinema (Ariz.) have thwarted aspects of the Biden agenda in the past; there's no real reason to think they would prevent the president from replacing one liberal justice with another, though these are strange times.
Assuming that Biden is able to replace Breyer with someone of similar ideological predilections, the composition of the Court will remain relatively unchanged, with 6 Republicans and 3 Democrats.

She doesn't have to retire to be nominated, but recusal? I'm sure other sitting Senators have been nominated, but I doubt any such votes were ever close enough that their vote would have matter.

It would be hilarious if the day after Breyer officially announces his retirement, Joe Manchin announced that he was switching his party affiliation to Republican and making Mitch McConnell Senate Majority Leader.

Party affiliation doesn’t change his votes. He’ll vote to confirm if he believes the nominee is reasonable. And, like it or not, Manchin is what used to be called a “moderate Democrat”.
Right, a lot of people, impressed by the fact that Manchin isn't a complete partisan tool, fail to note that he IS to the left of every single Republican Senator, and by a considerable margin. Fat chance he's jumping to the Republican party.
As best I can tell not only will she still get her tie breaking vote, but she technically doesn't have to resign as VP and would be able to hold both positions until her term as VP is up. Optics (and the extreme unlikelihood of Harris being Biden's nominee) aside this might be the best course, as Biden would not be able to get a replacement VP confirmed without the tie breaking vote

It's really about who can get the votes for the position. In theory, the president pro tempore could be anyone, but traditionally it's the oldest geezer of the majority party. The majority and minority leaders are not constitutional offices, even if they are de facto in charge. Political parties were considered bad things at the founding.

Given how red WVA was in the last election Manchin might face a realistic race in the next election so I don't count him as a sure thing. While both he and Sinema hold a lot of power now if the 22 election goes as expected they would basically be nobodies in a dem minority Senate.
