It’s like they line in a vacuum and don’t realize that most jobs these days require accessing the Internet. Most white collar jobs use cloud-based software like Office 365 and most blue collar jobs also use one or more mobile apps for work orders and such. Why not just say he’s not allowed to have a job?

If it was any kind of left-leaning protest almost everyone would have gotten a fine and some community service (if anything) and it would all be forgotten.
