President-elect Joe Biden is continuing his business-as-usual approach to filling out senior posts in his administration by selecting Pete Buttigieg—former mayor of South Bend, Indiana, and presidential contender—for his secretary of transportation.

As a former mayor of a midsized Midwestern town and a consultant before that, Buttigieg is hardly a career transportation wonk. His selection comes as a surprise to some observers who had expected or hoped Biden would pick either a public transportation veteran or a large city mayor well-versed in urban transportation issues.
Buttigieg's resume, however, isn't too out of step with past officials.
President Barak Obama's picks to lead the Department of Transportation (DOT) included a former mayor (Anthony Foxx) and a former state legislator (Ray LaHood). Elaine Chao, Trump's transportation secretary, is probably the most experienced of recent DOT heads, having served as a deputy secretary of transportation in the George H.W. Bush administration.
Obviously, politics is playing a role in Buttigieg's selection. The New York Times reports that Biden and Buttigieg bonded on the campaign trail and that Biden was set on finding some role for the former mayor in his administration.
As to his actual record, Buttigieg's transportation legacy seems to rest on his $25 million "Smart Streets" program that added bike lanes and trees to South Bend's downtown.
Streetsblog reports that Buttigieg's transportation plank for his 2020 presidential bid would massively boost spending on highways, public transportation, and intercity rail, none of which is great from a small government perspective.
On the positive side, he endorsed the idea of replacing the federal gas tax with a mileage tax, which would charge motorists for every mile they drive as opposed to how much gas they buy. That idea, which has been endorsed by Trump's Council of Economic Advisers, would shore up highway funding and get it closer to a user-fee model beloved by free marketers.
Josh Barro over at Business Insider suggests that Buttigieg's interest in foreign affairs might be valuable in his coming role as transportation secretary as he'll be able to ask other countries how they manage to complete transportation projects for way less money.
Elsewhere, Biden plans to nominate former Michigan Gov. Jennifer M. Granholm—who was apparently helpful in taking money from taxpayers and giving it to automakers—as his secretary of energy. She's since become an evangelist for renewable energy.
The New York Times reports that Biden's decision on who he'll pick to head the Environmental Protection Agency is being held up after "environmental justice" groups issued a letter condemning his initial choice—career environmental regulator Mary D. Nichols—over her record on "environmental racism." Biden is now reportedly searching for a more diverse candidate like Los Angeles Mayor Eric Garcetti.

Ongoing challenges to the results of the 2020 presidential election have not stopped outgoing President Donald Trump from adding to his deregulatory legacy. On Tuesday, Trump's Department of Energy issued a new rule that loosens restrictions on how much water showerheads can emit.
The Washington Examiner has the details:
The Energy Department's move doesn't change the level of the water conservation standards set back in 1992, but it alters a definition set by the Obama administration requiring the entire showerhead fixture to meet a limit of 2.5 gallons of water per minute. The Trump administration's definition will allow each showerhead nozzle, even if there are several in a single fixture, to meet the 2.5 gallons per minute standard.
Though this is just a small win, it's also a reminder of just how intrusive federal regulations have become over the years.

Trump is reportedly weighing a pardon for Ross Ulbricht, who received two life sentences for his role in founding the Silk Road, an online drug marketplace.
Reports the Daily Beast:
According to three people familiar with the matter, the White House counsel's office has had documents related to Ulbricht's case under review, and Trump was recently made aware of the situation and the pleas of the Silk Road founder's allies. Two of these sources say the president has at times privately expressed some sympathy for Ulbricht's situation and has been considering his name, among others, for his next round of commutations and pardons before the Jan. 20 inauguration of his 2020 Democratic opponent.

Buttigieg was clearly offered some kind of favor for jobbing as quickly as he did after Clyburn endorsed Biden, and the DNC fix was officially set.
He had performed better than Biden in the primaries, so there was no real incentive for him to drop out other than having his palm greased or his hair sniffed. The Iowa caucus debacle showed that he also has some rather shady connections to Democrat dark money orgs, which explains why he was given as much attention by the media as he got.
Secretary of transportation seems a rather small prize on first glance, so I have to assume the opportunity for graft it provides is rather significant.

I was looking more for a rationalization for requiring GPS trackers in every car.
I am familiar with the current International Fuel Tax Agreement that we use to allocate gas taxes between states for commercial vehicles, but it since is impossible to implement such a scheme for 100s of millions of individual drivers, the GPS tracker is literally the only way to implement it. The question is, how would they get people to pay the tax? Annually with your tax returns? That seems like a vicious way to insure that poor people get into tax debt.

This is the tiniest win ever. It only applies to the special type of showers that have the 'rain' style head up top in addition to the regular one, and / or any side splash nozzles.
The big deal here was that previous to the Obama admin's tweak to the rules, most new showerheads were sold with a removable restrictor gasket / washer that lowered the flow. Now, it has to be integral to the mechanism, and can't be removed.
If they really wanted to conserve water, they could tax its use in areas where water conservation is important. They could target it such that you're only penalized over a certain amount of domestic water use per household or apartment unit. People would be able to choose whether to take a shorter shower, buy a low-flow shower head, water the lawn less, etc. Depending on what is important to them. It would make more sense than toilets that don't flush or showerheads that barely spit at you.
I live at the confluence of the two largest freshwater rivers in North America. There's no drought or water crisis here. I have no need for water restricted shower heads. We don't have to wait until every other Tuesday to water the lawn, either.

It seems like it would just be easier to rid ourselves of the pretense that these are "free" roads, get rid of the gas tax entirely, and all the road fees that we pay on our registrations in favor of a one-time, upfront license payment, and implement a nationwide toll system with a radio sticker in the window that docks you every time you pass a toll marker.
We have this for the E-470 toll highway in Colorado, and its not only convenient, that highway is probably the only one in the state that isn't a pock-marked piece of shit.
You get the toll sticker with your license plate, and if you don't put it in your window, you get your license suspended until you do.
But this is the same lack of freedom caused by having the gps tracker in your vehicle. Although, really, it's not - it only tracks you on major roads. They can't put scanners in every neighborhood. And it doesn't track you to the level of houses and stores. And, really, people - you don't think the cameras on any major interstate can't be used to track you anytime the fuzz are interested?

Of course, a simpler, less costly plan, would just be to have people self-report the mileage on their cars every year. If they cheat, then they just backload the costs until they sell/trash the vehicle. Have the tag guy check the mileage when vehicles are sold (already done in FL) and you get probably 98% of the taxes collected with 1% of the cost of a tag-scanning network.
It'll be a version of Griffin's plan. Have each State collect mileage driven as a condition of annual vehicle registration, and have them collect a Federal surcharge at that time, as part of registration fees.
RR's plan leads to de facto vehicle tracking, along with providing .Gov an easy means of keeping the serfs on the manor. For one, jacking the tolls into the stratosphere, a la "congestion pricing" like in London and other cities.

The ATF raided a Polymer80 last week, which is a company that makes 80% guns. Basically, you have a right to make your own gun at home, and there are people who will sell you a kit, the material components of which are a chunk of unfinished metal or polymer, which you then finish off yourself at home, using your own tools or a mill you buy with the kit. There are no serial numbers on these guns or you make a serial number of your own. This is all perfectly legal in jurisdictions where they don't make you register your gun. You generally aren't required to register with the government in order to exercise your First Amendment rights to go to church or voice your opinion either!
The media and activists are referring to these guns as "ghost guns" because the guns are supposedly untraceable (and because "ghost gun" sounds scary like "assault weapon" and "identity theft".)
Anyway, in order to ensure that the kits they're selling are not finished to the extent that they should be considered a gun, the companies that sell these kits typically submit them to the ATF for approval before sale. It is unclear to me whether this is required by law or simply a prudent move by the 80% kit manufacturers. The ATF is alleging that one of 80Polymer's kits wasn't approved by the ATF before sale and may, in fact, qualify as a fully finished gun being sold as a hunk of metal or polymer. Goodness knows, this wouldn't be the first time the ATF went off half-cocked.

The reason this is interesting is because it appears to be a circumvention of the Protection of Lawful Commerce in Arms Act (2005), which protects gun manufacturers from liability for the crimes committed by third parties with their guns. However, the argument in this case appears to be that because the 80% kits are not technically guns at the time they're sold, they aren't really protected by the Protection of Lawful Commerce in Arms Act. If this logic holds up in court, it will almost certainly end up bankrupting the 80% kit companies. No way the tiny number of kit sales can finance the liability insurance for the next school shooting.
It should be noted that there probably isn't any gun company big enough to survive massive liability for selling fully manufactured, serial number included, AR-15s through normal channels and having that gun used in a mass shooting, which is probably why Joe Biden has promised to repeal the Protection of Lawful Commerce in Arms Act on his campaign website. Repealing the Protection of Lawful Commerce in Arms Act is meant to force the gun manufacturers to stop manufacturing AR-15s and such, just as the Democrats want to repeal Section 230 to force the social media companies to start censoring social media with even more enthusiasm. Any libertarian who opposes repealing Section 230 should also oppose repealing the Protection of Lawful Commerce in Arms Act for more or less the same reasons.

I should mention that I find the idea of making my own 1911 extremely appealing for the same reason I'd love to build my own cabin.
The Winchester 1894 and the Colt 1911 are perfect examples of American ingenuity, and their simplicity and the ability to easily repair and adjust them is a big part of that.
125 years after the 1894 was designed, if you're deer hunting in a heavily wooded area, a Winchester 1894 might still be your best choice. If I needed a guide gun because I was accompanying deer hunters into grizzly country, a 7 lb. lever action chambered in 45-70 might still be my first pick.
People still shoot and carry 1911s--and they love them. Wouldn't be my first choice unless I were literally to make my own. I find the idea of making my own extremely attractive.

It only holds four rounds, but you may only get one shot at a charging grizzly at less than 50 feet--two at most. It's 7 lbs for carrying and reliable as anything! That's practically the definition of a guide gun. You're not using it for plunking.
For that use, I'm not sure there's a better choice.

Easier to shoot accurately, rapidly, easier to aim, more destructive when it hits. That said, last I looked, it was something like 9mm was effective in a bunch of bear defense instances, and 10mm Glock 20s are supposedly popular for that role. Proper bullet selection helps, of course.
We carried Remington pumps with slugs when doing field work in Alaska. I never had to fire at a real bear, but the annual training sure left me with a sore shoulder.

Grizzly bears are different from wolverines or black bears. If you don't hit a grizzly bear in the head, you might as well just play dead. You can't stop a charging grizzly from mauling you by shooting it in its internal organs. Even if you pierce its heart, a grizzly my have ten seconds of rage to maul you with. Count ten seconds and imagine how many slashes at you with its paws and jaws it will take at you before it finally bleeds out. By the end of those ten seconds your life will never be the same.
You shoot a grizzly in the skull right between the eyes. If you don't have a tag for grizzly, you better not shoot at all if it isn't within 50 feet of you and enraged. If it's coming at you within 50 feet, the good news is that it's coming face first. You want all the power you can get to pierce that skull, and that means you want a flat nose on the end of that round. You also want that round to come out of a 16" barrel or longer to make sure it getting that full velocity.
Yeah, my second vote would be for a shotgun and a slug, but that won't be as accurate.
Black bears are different. You don't need to hit a black bear in the forehead to stop it. You shoot a black bear anywhere, and it will run. I might prefer to face a grizzly than a wolverine, wolverines are so damn vicious, but just because you can take down a wolverine with a .44 magnum doesn't mean that's the best choice for defending yourself from an enraged, charging grizzly bear.
And I hope my larger point isn't getting lost, which is that the Winchester 1894 is an amazing piece of American genius--not only because of its simple elegance, reliability, etc. but also because of its utility. 125 years after it was designed it is still among the best options (if not the best option) for a number of applications.
We've been talking about its use as a guide gun in self-defense against grizzlies in grizzly country, but the other application that still rings true is deer hunting in areas where the trees are thick. If you're deer hunting in an area with thick trees, you're not taking a shot that's more than 100 yards out anyway. People have been shooing deer in thick forest with 1894s chambered in .30-30 since forever for good reason, and that might still be my first choice for that situation. What's lighter, more accurate out to 100 yards, more reliable, and carries an adequate punch to take a deer down in one shot? It's a great choice.
I'll even say the 1894, chambered in, say, .38/.357 magnum is a good self-defense weapon in certain situations. I spend a lot of time every year in the deserts of the southwest--way off road in the remote wilderness. Sometimes I don't see people for days. Sometimes the people I see, I don't like. Sometimes it's hard to tell if you don't go up and introduce yourself. When you introduce yourself with an 1894 on your back (instead of an AR-15 or a giant handgun, it isn't that intimidating. And you don't always want to be intimidating, especially when you're walking around by yourself and a game warden or Forest Service law enforcement stops to check you out.
Still a great choice for all kinds of applications after 125 years and quintessentially American. American as cowboys. American as Indians. American as deer hunting. American as self-reliance and rugged individualism.
