On Obamacare, Biden Repeats Obama's 2013 Lie of the Year

Under the Affordable Care Act, if you liked your plan, you couldn't always keep it.

In December 2013, Politifact, which bills itself as a nonpartisan political fact-checking operation, awarded its lowest honor to President Barack Obama, for "Lie of the Year." On more than 30 occasions, Obama had promised that under the Affordable Care Act, the health law often referred to as Obamacare, no one would lose their health care plan involuntarily. "If you like your plan, you can keep your plan," Obama said. 

This was simply not true. Obamacare's health insurance exchanges, the government-run online portals for purchasing individual market health insurance, launched in October 2013. In the weeks and months that followed, millions of people received notices that their existing insurance plans would be canceled as a direct result of the law. The exact number of cancellations is difficult to pin down, but Politifact, in making its award, cited a figure of around 4 million. Other contemporaneous estimates suggested the number could be higher

"Boiling down the complicated health care law to a soundbite proved treacherous," Politifact noted years later in a review of "Lie of the Year" award winners. "Obama and his team made matters worse, suggesting the claim had been misunderstood all along."

Obama had made the promise in order to ease fears about coverage loss and health care disruption that had helped to doom a health policy overhaul under President Bill Clinton nearly two decades earlier. And he had done so knowing it wasn't true. As the Wall Street Journal reported in November 2013, White House aides questioned the claim in internal discussions. But in the end, they didn't want to complicate what was already a difficult political messaging operation. As the Journal noted at the time: Administration officials worried "that delving into details such as the small number of people who might lose insurance could be confusing and would clutter the president's message." 

Obama lied. And he did so for political reasons—to sell the public on major legislation on a promise he knew wasn't true. 

At last night's final presidential debate, Joe Biden, who is both the current Democratic presidential nominee and Obama's former vice president, repeated that lie. "Not one single person with private insurance would lose their insurance under my plan, nor did they under Obamacare," he said. "They did not lose their insurance unless they chose they wanted to go to something else."

Biden made this statement as a rejoinder to President Donald Trump's accusation that Biden's health care plan would eliminate private insurance. As Biden noted, that is not true: Biden's proposal would set up a government-run health insurance plan known as a public option that would be sold along with private health insurance options. It might degrade private insurance options, and would likely mean that fewer people are covered via private insurance, especially as time goes on. But unlike the Medicare for All plan proposed by Biden's one-time rival, Sen. Bernie Sanders (I–Vt.), which would outlaw virtually all private coverage in the space of just four years, Biden's plan would not end private coverage. 

Trump's attack on Biden's health care plan was false, as it has been before. But Biden's claim about Obamacare was false as well. And given the notoriety of that particular false promise—Politifact's award was announced on CNN and covered in The Washington Post, Politico, NPR, and other major outlets, and Obama even apologized to people whose plans were canceled—Biden should have known better. 

In many ways, the health care portion of this debate resembled the health care portion of the prior debate: Trump, asked about his repeated and unfulfilled promises to put forth a replacement plan for Obamacare, dodged the question, saying that he had repealed the health law's individual mandate without specifying what he would do instead. Biden laid out his own plan to spend $750 billion expanding Obamacare's subsidies and building a new government-run health insurance plan.

But there was one notable difference: This time, Biden said that, under his plan, "Obamacare" would become "Bidencare." Biden didn't just repeat Obama's lie. He put his name on it.

        Before Reagan destroyed shared prosperity and the middle class, a single breadwinner could afford to buy a house (or make the rent without breaking a sweat), raise a family, pay all the bills on time, be able to afford to pay “federal income tax”, buy a new car every few years, and still have money to hide away from the Conservative Donor/Parasite class in a “Socialist” creation called a savings account.

        Given the increase in productivity over the past few decades, those single breadwinners should also have the same purchasing power that they used to have (the economic terrorists who hate us for the freedoms that strong unions, proper taxes on the Conservative Donor/Parasite class, and proper financial regulations gave us, used the economic turmoil created by the oil crisis to launch their jihad against shared prosperity and the middle class) with only having to put in a 20 hour workweek.

        Obama’s restrictions on people getting top of the line care from their employers didn’t kick in until after the cancer was identified, thank goodness.     He couldn’t control what private insurers were going to do. They have always been able to cancel coverage (or increase premiums). They did so before Obamacare and they did so after. But nothing in the Affordable Care Act required them to do either.

        I was told that my high deductible plan, which had been working for me for years, was a scam and didn’t actually cover anything and it was for my own good that it was being done away with. If I liked that plan it was because I was too stupid to understand why it was bad.

      The only people who genuinely believed that there was no way to predict that employers would react to that by putting the brakes on new hires and slashing the hours of their low wage employees to 24 hours a week or less–are stupid people. What kind of moron didn’t realize that would happen?

Anybody who genuinely had no idea that would result in employers slashing the hours of their low wage workers had no business being in the White House.

    9. Yes, it did. If the plan wasn’t conforming to the Obamacare mandated coverage it was not allowed continue. This happened to my plan and my company’s group plan. I was very happy with that plan but the replacement plan had premiums three times more expensive than the old plan and 3 times the deductible and was not “affordable”.

    Oops. 20M gained insurance through it, and it now enjoys a 62% popularity rating among voters, and nearly 80% of citizens favor protection for those with preexisting conditions. So Democrats run on protecting the ACA, and in 10 years Republicans have yet to offer anyway they can satisfy 89% of the public. By the way, only 20% of the public wants it repealed.

  13. Public option means the death of private insurance. By advocating for allowing it, Biden is advocating for the total destruction of the current healthcare system in the US. He can certainly advocate for that, but we should be clear about what his plan actually is.

    How is any private company meant to compete with a body that doesn’t care about debt and can literally just print more money if it needs to?

    1. Public universities have yet to put private colleges out of business (and for-profit colleges actually became a thing in a world where State universities already existed).

      At some point, Congress will have to have some accountability and might even do some oversight if a public insurance option starts to hemorrhage money and explode the deficit, especially if the Dems manage to get control of the Senate and impose all the other tax increases and economic sabotage that’s in their platform. With the demographics in the major cities and gerrymandering, it’s possible that a squad-driven Dem party might still hold the House, but there’s no way for a fringe-left Dem party to hold the Senate (PR hasn’t historically wanted statehood, and there’d need to be a Constitutitonal amendment for DC to be made into a State).

      A “public option” insurance plan probably won’t provide coverage at the level of a lot of private insurance, and likely won’t pay providers more than medicare/medicaid currently do. It might lead to a bifurcated and class-stratified health care system, but it won’t necessarily take private insurers out of busniess. Facing a competitor that isn’t organized for profit isn’t really a change for the existing insurance industry, and health insurers don’t make their profits from just a differential between premiums collected and claims paid; mostly they make money like banks do, by investing their “float”. Since “private option” insurance won’t have that revenue stream it might actually end up being unable to compete with the for-profit industry, especially if it turns into a “dumping ground” for all of the sickest patients with the most expensive chronic conditions.

  14. What’s really bizarre (if politifact is in fact non–partisan) is their fact-checks from the debate last night.

    They rate Biden’s claim that “not one person lost their coverage” as a result of Obamacare as “misleading”, then in the deeper explanation start off by pointing out it’s a repetition of a past “Lie of the Year”.     I had to go on it when my COBRA ran out, and the only plan I could afford has an over $8,000 deductible and a shit network, with none of my 4 doctors in it. I need a surgery and none of the in-network docs performs the needed procedure.

  20. I liked my $350 a month $2500 deductible plan(before obamacare) a lot better than my current $650 a month $5300 deductible plan. My previous plan was an PPO which means I could use any doctor just had to pay more, now I’m stuck with a HMO with very few doctors that take it. Like some of the previous people I want a cheap high deductible plan but they are illegal for anyone under 30.

    It would appear that some, in their haste to attack a Black man, have conveniently pretended to forget who exactly has dibs on the doctor – That would be the insurance company ‘whose doctor it is.’

    If the insurance company wants to keep its doctor on your case, then it can. If the insurance company does not want to keep its doctor on your case, it can also do that.

    Obamacare does not force the ‘owner of the doctor’ to do anything that it does not want to with their doctor when it comes to treating patients.

    “Your doctor” is the insurance company’s doctor – Not Obama’s fault that you whiny Socialists demanding other people’s property lacked the two brains cells required to rub together to comprehend who exactly Obama was addressing with his 100% accurate statement.
