Salt Lake City Police Shot a Teen During a Mental Health Wellness Check
"I don't feel good. Tell my mom I love her," the 13-year-old said immediately after being shot.

The Salt Lake City Police Department is facing another use-of-force controversy after shooting a distressed 13-year-old with mental health issues. (SLCPD)
According to a statement from the SLCPD, the teen's mother called 911 on September 4 to report that her son "was having a mental health issue and may be violent." The teen's mother provided additional information in the statement, saying that while her son did not like law enforcement, she believed police officers were the only ones she could call for help. When officers arrived, the teen's mother indicated that she wanted her son to go to a hospital to receive assistance.
After receiving information from the teen's mother, officers staged themselves around the home and knocked. Police body camera footage from the incident, available here, show the moments leading up to the shooting.
Officers pursued the teen, who fled from the house. After catching up with him, an officer shouts at the teen to "get on the ground." The teen continues to walk down the sidewalk. A few moments later, another command to "get on the ground" is issued just before an officer shoots the teen.
The shot teen is lays down on the sidewalk and tells the officers, "I don't feel good. Tell my mom I love her," while the officers shout at the teen to show his hands.
The shooting begins after 17:55 (content warning)
The statement says that officers handcuffed the teen and rendered aid "until medical professionals arrived and took over." The teen was later transported to a hospital.
The teen sustained injuries in his shoulder, ankles, and stomach.
The SLCPD statement also notes that all new officers receive a 40-hour course on mental health and policing.
"Topics include an overview of mental health conditions, medications, treatments, procedures and community resources," the statement reads. "Site visits and interactions with those who experience mental health issues help build officers' understanding and increase the likelihood of a positive outcome by utilizing available resources."
According to the SLCPD's use-of-force policy, officers are supposed to take into account a subject's "mental state or capacity" prior to using force.
The shooting will be investigated internally and by a civilian review board, and the department will not be commenting on the shooting any further.
The SLCPD is also facing criticism for an officer's decision to command a police dog to bite a man who was already on his knees and had his hands raised in the air. The department will now suspend its use of police dogs.

It was ketamine they were using, which is usually pretty safe, but these guys were indiscriminately using it for everything, and the dude who had a bad reaction was already ODing on something else I believe.
I forgot the specifics, but suffice it to say, we don’t need cops running around with blow darts. We don’t need cops doing anything with mental issues. In fact, unless it’s something violent, we don’t need cops for anything. Well, personally I’ll take my chances with any and all violence before inviting the cops over for target practice, just on general principal.

Actually, pointing to the cops shooting a 13 year old isn't good enough. There are things we should do in response to that, and there are things we shouldn't do. If you're looking for a list of things we shouldn't do, I'd point to all the looting and arson perpetrated everywhere from Portland to Chicago and from Minneapolis to New York City in recent months.
Would you like to talk about all the bad things Assad has done, too? Or are on board with the idea that there are bad things we could do in response to Assad's misbehavior--like invade Syria? Assad's done worse things than shoot 13 year olds in the back. And there are things we should and shouldn't do about that. Pointing out that Assad is awful doesn't really tell us anything.

I really don't know if that will happen. What is needed is a firm decision on who handles mental health issues in the community. If it is the police then those police officer need training on how to handle and deal with the mentally ill individual. If not we some other crisis official to go to the scene and address the issue.
I think it is different. We need a good moral theory on what we as a country ought to do about mental illness.
This sounds like a bunch of navel gazing but I am serious.
There are a couple of areas where libertarian thought has a lot of disagreement. Abortion is one, and mental illness is another. I think there is a lot to be done in re-formulating a response to how libertarians approach mental illness. This is an area ripe for abuse, but also with severe consequences when we choose not to engage.
And btw: the reason this resonates with me is that here in Orange County, CA, cops just shot to death a homeless man who, according to the video evidence seemed mentally ill (to me).
This will played up into a race-baiting cluster fuck, but it is much more difficult to parse. It is a fact that California essentially gives a privileged status to the homeless. All sorts of nonsense ensues, like requiring formal eviction and warrant requirements for kicking a tent off public land. There are tons of ways that tie the hands of anyone trying to deal with the homeless here.
So San Clemente has figured out a way to deal with the problem. If they think you are homeless, they do everything in their power to get you the fuck out of their jurisdiction. They round up homeless people regularly for petty crimes (like jay walking in the recent shooting) or use "wellness checks" to bet people shipped up to hospitals in Santa Anna, to get these people out of the city.
It seems like a dick move, but as a libertarian, I'm trying to figure out what the fuck you do about this. In Libertopia, these feral people wouldn't be "homeless", they'd be "trespassers" on private land with the appropriate response. But the public overlap has complicated things immensely, and we need libertarian work to identify real policy proposals that will deal with people suspected to lack free agency in a way that still respects their inalienable rights, without committing community suicide.
The US started out as a country in which towns and counties operated very much like HOAs of private property owners: land owners paid taxes, land owners voted, and those taxes and votes built roads and parks and paid for police and school. People who violated community standards could be banished and/or declared outlaws. That seems to be consistent with libertarian views, with any additional accommodations being a form of voluntary charity.
If you believe that there is an inalienable right of any US citizen to enter and use any space financed by local property owners, then obviously there is some kind of contradiction, but that contradiction is a result of the fact that your assumption is incompatible with a free society.
So, eliminate (or at least minimize) public property and areas?

I again think the answer here is to have front line officer who have most contact with the public be unarmed. The unarmed officer can assess the situation and call for armed back-up when needed. The unarmed officer can be trained in deescalation techniques, situational awareness and response.

Police work isn't remarkably dangerous compared to other jobs.

Cops could be required to work two or three days a week unarmed handling less risky calls or traffic stops. So they get ongoing experience in other ways to deal with non-compliant people, and to weed out the cowards who can't handle a risk level comparable an unarmed 7/11 clerk.
The guys on working their "gun days" can be sent for the riskier calls or be called in for backup.
And you'll say risk isn't completely predictable. Tough. EMTs, social workers, and even Mormon missionaries take the risk of knocking on the doors of troubled houses. Get used to it.

Really, I think the only way that works is if you have the cops organized into teams and deployed that way. But people don't want to pay for 4-6 cops doing the job of 2 cops.
But a team can train together, has a leader that they're used to taking the lead from, eliminates the 'cowboy' thing where each cop is running off in his own direction when they are together dealing with a situation.
Ie, sort of actually organized and trained like the military - ironically enough considering they have enough gear to cosplay as military.
Too often in these situation no one seems to be in charge of the scene and the most aggressive cop is left to do his thing because . . . no on-scene leader to reign him in and coordinate responses.
It's interesting- someone at the beginning of the riots posted that the US actually has a pretty low per-capita police budget compared to places like Europe. It is interesting in the face of the whole defund movements.
The problem is that police are expected to be magical people who fix all your problems by calling 911

I'm glad somebody decided to bring that up. I'd heard that was the case---and that his mom also said something like, "But it's a replica, or a toy."----but I couldn't quickly find a cite yesterday that said it. Didn't the kid have a recent history of violently acting out? As well as the mother informing either 911 or the officers that the kid was violently opposed to police officers?
I couldn't make out much from the bodycam video I saw. Officers told that someone might have a gun, and that someone won't comply with orders, and most importantly, won't show his hands: all that can lead the police to shoot someone, be they 13 or 50. The weapon doesn't care how old the wielder is.
That said, from that video, I wouldn't have shot, but I can't rule out additional evidence the officer had, that might make that a shooting situation.
What a tragedy. Needless. Cops aren't parents, and cannot be expected to teach your child 13 years of parenting in 13 minutes. I'd say the kid needs to be institutionalized, but I don't know if that's warranted for his age and history. Not that we have the money or desire to do that these days anyway. Thanks for the link.

Wow okay so the mom called the cops. The cops didn't want to go in because he was alone in the house and couldn't hurt anyone, but the mom pressed them to because the son threatened to shoot her coworkers and he needed to go to the hospital. The cops asked if he was armed and the mom replies with he has a gun, I'm pretty sure it's a toy gun or a prop gun. Then during the chase the kid says I have a gun.
This is a story where it's really easy to hate every idiot involved.

Yes, police might not have used force as readily in that case. People are willing to take risks and make sacrifices for friends and family that they wouldn’t make for clients and customers. How is that either surprising or a problem?
