The Los Angeles City Council has voted to identify hotels refusing to take part in Project Roomkey, an effort funded by the city government to house the homeless, and find out if they have gotten any tax incentives from the city. "If the problems are on the hotel end, the public should know why, and then we should consider commandeering as they've talked about in other cities." said Councilman Mike Bonin.

Hotels can't really flee California though. Big chains can stop opening up new hotels and cut maintenance for old ones, but as a industry fundamentally tied to a building. They can't really relocate.
They can do worse. They can donate the building to the city and let the city get stuck with all the expense.
Take their losses and open up a quiet little bed and breakfast chain in Tennessee or Texas or some other state with no state income taxes and fewer regulations.

Like they say, once you take the Danegeld, you never get rid of the Dane. Or the Italian version, "some day we will ask you to do us a favor."
Even if they're taking the Danegeld, they're still paying a pretty hefty tax. For a tourist destination city like Los Angeles, that often the second biggest chunk of tax the city collects. So the Italian version would be more like, "now that we've broken youse kneecaps, some day we will ask you to do us a favor."
No, it's once you pay the Danegeld. And that may be appropriate in this case, since a "tax incentive" is not a grant of money, but just a reduction in what they take from you.

L.A. has a serious homeless problem due to their mismanagement. They won't build shelters, have banned tiny homes, actively encourage tent cities, so of course paying Ritz Carlton prices to house a homeless person is not beyond them. Hell, that's cheaper than what it costs them to run their existing homeless shelters.

They were building apartments for the homeless, IIRC, I think reported in Reason, and the build price skyrocketed like every government boondoogle. No doubt mandated it be built with union labor. No doubt various councilman had businesses which benefited.
its ironic that an area that relies on tourist who stay at hotels wants to take hotels out of the market and give to people who will provide nothing. Fewer hotel rooms gets fewer tourist, then fewer tax dollars to support the unsupportable. these people are putting more hole in a sinking ship hoping the water will drain faster. Stupid
