Democratic Governors Threaten Business Owners Who Reopen Ahead of Schedule

Pennsylvania Gov. Tom Wolf, a Democrat, issued a stern warning to small-business owners in his state: Reopen ahead of schedule and suffer the consequences.
"Dine-in restaurants that open in counties that have not been authorized to reopen will risk receiving a citation," Wolf wrote on Twitter. "These citations can ultimately lead to the loss of a restaurant's liquor license."
If local officials turn a blind eye to irresponsible reopening, the state will punish them by withholding stimulus funds.
"I won't sit back and watch residents who live in counties under Stay at Home orders get sick because local leaders cannot see the risks of #COVID19 and push to reopen prematurely," wrote Wolf.
Colorado Gov. Jared Polis, also a Democrat, followed through on a similar threat, announcing that the health department would indefinitely close a restaurant that had opened for dine-in service over the weekend.
Texas has gone in a different direction. As frustration with the lockdown increases among some small-business owners, Gov. Greg Abbot, a Republican, has eliminated jail as a potential punishment for defiers. Meanwhile, the Dallas salon owner who was jailed for continuing to operate her business is now a free woman—and even gave Sen. Ted Cruz (R–Tex.) a haircut.
Media commentators who tend to be more positively disposed toward continuing the lockdowns tend to point out that the public is actually broadly supportive of them. Of course, the lockdowns affect everyone differently, and it might very well be the case that a small but vocal sector—small-business owners—feels differently. (Also, word choice matters here: Widespread public approval of social distancing measures, which could still be practiced even during a partial reopening, is not quite the same thing as support for a complete shutdown of the economy.)
While it's important for public officials to listen to health experts and reopen slowly in line with the guidance from the White House, heavy-handed enforcement in the face of mounting opposition is a questionable strategy. Bullying people into obedience isn't sustainable.
In any case, available evidence suggests that most people began to follow social distancing protocols before governments formally shut down public life. According to FiveThirtyEight:
But, at least on the front end of this crisis, Americans weren't deciding what to do based on politics. Americans living in red states appear to have taken the crisis plenty seriously; data shows that residents there were staying home well before their governors issued stay-at-home orders.
Cuebiq, a private data company, assessed the movement of people via GPS-enabled mobile devices across the U.S. If you look at movement data in a cross-section of states President [Donald] Trump won in the southeast in 2016—Tennessee, Georgia, Louisiana, North Carolina, South Carolina and Kentucky—23 percent of people were staying home on average during the first week of March. That proportion jumped to 47 percent a month later across these six states.
If defying social distancing orders were really a political statement, you'd think that the southeast would be a hotbed for dissent. Yet people in the six states we examined changed their behavior around mid-March, before the states' official stay-at-home orders. In fact, about 90 percent of the total change between early March and mid-April had occurred in the week before the stay-at-home orders were passed in each state.
This suggests that intimidating dissenters should not a critical component of a state government's strategy for enforcing quarantines.

Depending on the propensity for harm and type of misleading information, warnings may also be applied to a Tweet. These warnings will inform people that the information in the Tweet conflicts with public health experts' guidance before they view it.
While false or misleading content can take many different forms, we will take action based on three broad categories:
- Misleading information — statements or assertions that have been confirmed to be false or misleading by subject-matter experts, such as public health authorities.
- Disputed claims — statements or assertions in which the accuracy, truthfulness, or credibility of the claim is contested or unknown.
- Unverified claims — information (which could be true or false) that is unconfirmed at the time it is shared.
It's not clear exactly who will be making the determination about whether a tweet is false or misleading: the company says that it will rely on "trusted partners." Twitter is a private company and can do whatever it wants, but vetting the factual accuracy of every claim that appears on the platform is probably logistically quite hard.

Tesla CEO Elon Musk will reopen his California factory in defiance of lockdown orders and is threatening to move his business to either Texas or Nevada, where the tax and regulatory environment is less hostile. According to CNN:
The decision follows the executive's sharp Twitter outbursts in recent weeks objecting to state lockdown orders meant to stem the spread of the novel coronavirus. In a tweet on Monday, Musk said he would be at the factory, "on the line with everyone else."
"If anyone is arrested, he tweeted, "I ask that it only be me."
Musk has argued that restrictions closing non-essential businesses put in place by Alameda County, where Tesla's Fremont factory is based, are overly aggressive and unconstitutional. On Saturday, the company filed a federal lawsuit against the county. Musk has also threatened to relocate Tesla's headquarters out of California and suggested he might move manufacturing from there as well.
In a statement Monday afternoon, county officials said they are negotiating with Tesla on a plan to reopen the plant more fully.

That’s my question, how much discretion does the executive branch have with the funds, can they just give it directly to the municipalities? Would love to have a ringside seat for that one.
I still believe they have painted themselves in a corner and have no way out now. If they double down and start sending state police to enforce the orders they will look like tyrants that will cause a feedback loop. More people will resist the orders leading to more draconian measures leading to more resistance…even violent resistance, that will lead to violent enforcement.
If they do nothing, then people will start realizing how precarious and dependent on them the power of government is which will lead to more disobedience and so on.

Another thing to keep in mind is that these are Executive orders. As such they did not go through the legislative process. They've never been presented as a bill, been discussed in committee or voted on. So are they laws? Is there a legal difference between defying an exec. directive and breaking a law. Like the funding issue these orders should be the work of the representatives and not the executive.

One of these counties is Huntingdon County in Pennsylvania, which exceeds Governor Sheep's-Clothing's numerical limit for one reason: there are lots of cases in the state prison and hardly any anywhere else in the county. So local merchants are supposed to stay shut because a government-run facility can't keep the virus from spreading in its own facility. Don't they social-distance in the state prison? Or would that be cruel and unusual punishment?
Yes they are. Because people in prisons and nursing homes in New York City are dying, healthy people in Kansas must be shut in their homes to stop it. This is what these people seem to actually think.

The strategies being used to undermine SAGE advisers will be familiar to anyone who has worked in fields related to climate change or vaccination in recent decades. I will focus on one in particular here — the use of “experts” in other fields to cast doubt on the soundness of the actual experts in the field itself. In particular, this is an attempt to explain what’s so problematic about articles like this one, which are being used as ammunition for disingenuous political pieces like this one [paywall]. Both articles are clearly written with a particular political viewpoint in mind, but they have a germ of credibility in that the critique is supposedly coming from an expert in something that seems relevant. In this case, the (anonymous) expert claims to be a professional software developer with 30 years’ experience, including working at a well-regarded software company. They are credentialled, so they must be credible, right? Who better to review the Imperial group’s epidemiology code than a software developer?
...Let’s not lose sight of the bigger picture here though. The point of the Lockdown Sceptics article is to challenge the validity of the Imperial code by painting it as shoddy, and presumably, therefore, to undermine the basis of particular actions that may have taken note of SAGE advice. For this to actually be the case, though, the Imperial group must have (a) evaded detection for over 10 years from a global community of competing experts; (b) be almost criminally negligent as scientists, by having ignored easily-discovered but consequential bugs; (c) be almost criminally arrogant to suppose that their unchecked/flawed model should be used to inform such big decisions; and (d) for the entire scientific advisory establishment to have been taken for a ride without any thought to question what they were being told. Boiling this all down, the author is calling several hundred eminent scientists — in the UK and elsewhere — complete idiots, while they, through maybe half an hour of cursory inspection, have found the “true, flawed” nature of the code through a series of noddy issues.
This is clearly very silly, as even an ounce of introspection would have revealed to the author of that article had they started out with innocent motives. Their “code review” is no such thing however — instead, it is a blatant hatchet job, of the kind we have come to expect from climate change deniers and other anti-science types. The article author’s expertise in software development (which I will recognise, despite their anonymity) is of entirely the wrong type to actually, meaningfully, review this codebase, and is clearly misapplied. You may as well ask a Java UI programmer to review security bugs in the Linux kernel. To then rejoice in the fact that this has been picked up by an obviously lop-sided wing of the press and used to push a potentially harmful agenda, against the best scientific evidence we have, is chilling.

In fact the second change in the restored history is a fix for a critical error in the random number generator. Other changes fix data corruption bugs (another one), algorithmic errors, fixing the fact that someone on the team can’t spell household, and whilst this was taking place other Imperial academics continued to add new features related to contact tracing apps.
The released code at the end of this process was not merely reorganised but contained fixes for severe bugs that would corrupt the internal state of the calculations. That is very different from “essentially the same functionally”.

As an aside, we can’t even do the calculations by hand, because there is no specification for the function, so whether the code is even doing what it is supposed to do is impossible to tell. We should be able to take the specification and write our own tests and check the results. Without that, the code is worthless.
The entire field of infectious disease modeling reminds me of climate modeling. Mathematical modeling of any sort is really multi disciplinary. You have to know the math, but then you also have to know how to code and know the underlying biology of the virus involved as well as more than a little bit about human behavior.
No one person is going to know all of that. You would need a team of people. Moreover, it would be impossible to model an new virus because the biology isn't known. Guys like Ferguson are just con men. They show up with some fancy math and a few credentials and sell easy answers to politicians wanting to "do something" without any regard to the limitations of modeling in general or few of the actual expertise necessary to do what is possible.

In 2005, Ferguson said that up to 200 million people could be killed from bird flu. He told the Guardian that ‘around 40 million people died in 1918 Spanish flu outbreak… There are six times more people on the planet now so you could scale it up to around 200 million people probably.’ In the end, only 282 people died worldwide from the disease between 2003 and 2009.
In 2009, Ferguson and his Imperial team predicted that swine flu had a case fatality rate 0.3 per cent to 1.5 per cent. His most likely estimate was that the mortality rate was 0.4 per cent. A government estimate, based on Ferguson’s advice, said a ‘reasonable worst-case scenario’ was that the disease would lead to 65,000 UK deaths.
In the end swine flu killed 457 people in the UK and had a death rate of just 0.026 per cent in those infected.
In 2002, Ferguson predicted that between 50 and 50,000 people would likely die from exposure to BSE (mad cow disease) in beef. He also predicted that number could rise to 150,000 if there was a sheep epidemic as well. In the UK, there have only been 177 deaths from BSE.

Second, there’s no saying that the taxpayer paid for most of the code (it could be funded by a charitable foundation like the Wellcome Trust for example), and the code will likely remain the IP of the author, but with Imperial retaining a perpetual license to it. Instead, the obligation for openness here comes from the publications that use the code....Note that some scientists are cagey about releasing their code fully publicly because they worry about competitors co-opting it (and not without good reason).
It would definitely be much more user-friendly to document the equations, but does it mean that the code is bad? No.
Does it mean that the *model* is bad? Probably.

Fast forward to today and now the UC campus populations are predominantly asian, followed by caucasion. This is unconscionable to the diversity-worshippers.
One of the reasons for this admissions disparity is SAT scores. These groups tend to score better on those tests*. Thus, we can see that by eliminating the tests as an entrance requirement, a return to more diversity will be achieved.
*to be fair, kids from these backgrounds are more likely to get SAT training courses which run into the $1000s and do in fact help you get a better score.

There is a highly transmissible disease. There is a minimum amount we all must interact with the world, for some of us (Frontline jobs) it's higher than others. The more you go out and potentially help spread it (externality) the higher risk everyone is in.
Also by not shutting these things down you're forcing people to go back to jobs that put them at risk who could otherwise safely be collecting UE.
I support an UBI until the crisis abates. My point is that if people want to go back to work, they should be allowed to. You can't suspend civil liberties just because of an external threat.

One excellent example of this was their reaction to Proposition 8 (the referendum banning gay marriage) when that was passed in California. Their first reaction was to try to ban political advertising in the state because they claimed Mormons from Utah had flooded the state with misinformation (this was eight years before Trump and "fake news"), but their other reactions were even more telling.
They tried to ban circumcisions and Happy Meals in reaction to gay marriage being banned.
To an outside eye, this seems a bizarre and unlikely explanation, but in their minds, banning the ability of parents to circumcise their children and lashing out at the ability of parents to buy their children Happy Meals at McDonalds--that was a perfect and precise retributive reaction to "Breeders" (their slur for heterosexuals who have children) voting to ban gay marriage.
Their arguments quickly devolved into counter arguments about whether banning circumcision was antisemitic and about whether Happy Meals was sometimes the only affordable option for poor single mothers, but the rationale they gave for those arguments in the first place were mostly just horseshit. They were lashing out at people with children for voting to ban gay marriage--and that's all it was really about.
In their minds, right now, reopening the economy is a grass roots, Republican issue that President Trump and white supremacists in Michigan are in favor of--and that is why they oppose reopening the economy in Berkely, Oakland, San Francisco, and Alameda County. Don't get distracted by bullshit arguments about the relative merits of safety and the economic costs--when those aren't really the issues. Because President Trump and the Republicans want to reopen the economy, they oppose it--and that's all there is to it as far as they're concerned.

But this supports the rest of what you say - locally much of Oakland/Berkeley considers itself a purer kind of Left compared to the fake-Left Capitalists of San Francisco, like Newsom, Pelosi, and Feinstein. The signalling that Oakland and Berkeley are the wokest places on the planet is of primary importance in local politics (Berkeley High is debating no longer doing its annual performance of The Vagina Monologues because it others women who lack vaginas, but they'll probably just modify it to include trans people and POCs).
But there's also a local-politics element in the geographical imbalance of the obviously-gerrymandered Alameda and Contra Costa Counties.
Fremont, where Tesla's factory is (the old Toyota factory), is the opposite side of the county from Oakland (almost in Santa Clara County), and skews way more conservative. The county is absolutely dominated, however, by the people of the Oakland-Berkeley hills who look down on the more industrial areas of south county (Hayward, Union City, Fremont) and the more agricultural/suburban areas of east county (Livermore, Pleasanton), which also skew more conservative.
Part of what Musk is doing locally is playing Alameda County off against San Joaquin County (next county inland from Alameda), which actually leans conservative and is letting Musk run his factories 24/7.
It's going to be interesting to watch.

Over time, that may change, but it usually doesn't take people very long to blame the president for anything bad that happens. George H. W. Bush didn't lose in 1992 because he'd done anything dreadful. The economy went south on him for reasons beyond his control, but people blame the emperor when bad things happen--it's been that way since the Sumerians.
President Trump's job approval may change, and I'll adjust my hypothesis to fit new data as it comes in, but my preliminary read is that Americans are associating lock downs with Democrats and reopening the economy with President Trump--and that's why they don't blame President Trump for the economy being bad.
If you look at the polling data, Trump's approval ratings actually took a hit, initially, but they seem to have recovered in-line with the Democrats going full retard on the lock-downs. I'm not even sure it's President Trump that's driving the bus on this. The Democrats by way of Cuomo, Newsom, and Whitmer became early and earnest advocates for lock-downs, and the news media heaping praise on them for it may have created an association in the public's minds between locking-down the economy and support for Democrats.
If the Democrats don't change that perception, they may be in a lot of trouble come November, when the virus itself won't be much of an issue anymore--and righting the economy will be the only issue that really matters. Who thinks swing voters (unemployed or otherwise) will break for Democrats who cheered for locking the economy down over the virus--when the virus doesn't matter anymore? He laughs best laughs last, and the economic impact of this will far outlast the virus itself.
With the media against him, many voters will end up believing Sen. Patti Murray that Trump royally screwed up the response and killed the economy. Forgetting of course that Murray's state of Washington actually led off the royal screwing by being unprepared.

The six foot random number was supposedly because a 'regular' (not N95) mask was useless in preventing C19.
Now that those same masks are magically effective, we still have to stay six feet apart. WHY??!
A non-N95 mask collects your warm, moist exhalations, and keeps them right in front of your mouth and nose. Now back when facts were facts and not science denial, a warm, moist environment was the ideal breeding place for all germs and bacteria, and a few viruses.

I believe in personal freedoms, and individual decisions.
But if we are going to allow the fascists a bit of control, we at least need to demand an explanation of why both.

They have people so panicked. Worse than that, being a Karen convinced that the country should stay closed forever has become a way of showing your membership in team "orange man bad". And once politics and particularly the dislike of Trump gets involved, there is no reasoning with people.
I think it's less about Trump than it is about their own (meaning the governor's) elections. They are ultimately all motivated by staying in power by whatever means necessary.
I'm not aware of much of it yet, but I think they are gearing up for opposition in November to their COVID response. You can bet the Republican candidates will make this an issue in November. The Dem governors up for election need to keep the people scared so that they can claim that they acted appropriately 6 months from now.
In Pennsylvania, Governor Wolf-in-sheep's-clothing is term-limited and the election isn't until 2022 anyway.
And as to the "Karen" phenomenon, they've been appealing to compliance with stay at home orders as some form of patriotism. Which is disgusting to me, since traditionally patriotism in the US has meant doing whatever is necessary to protect liberty.
Everyone wants to do something that they can claim is bigger than them. For the Karens out there, staying home and watching Netflix all day while playfully posting on social media about the "sacrifice" of not getting a haircut is a sacrifice they're willing to make. I'm guessing there aren't a lot of blue collar Karens who are actually feeling the impact of an economic shutdown.

I'm not disagreeing that the experts are making it up as they go, but our knowledge of this has changed. To protect you, the mask still doesn't help, but since the bug can apparently be spread unknowingly, the mask keeps you from passing it along.

There's a differences between being infected and showing symptoms. Just like mono (if you can think back that far), if you get it as a kid, it passes with almost no symptoms, but you definitely had it. Get it as an adult and you are in for one miserable time.

Sorry folks, but when spit leaves your mouth, it's as rather large droplets that can get stuck on things like the fibers of your mask. That's what you are protecting others from.
OTOH, particularly without a mask covering your mouth, a small number of the droplets will dry enough to remain airborne long enough to dessicate and then stay almost permanently airborne - that's what the N95 mask protects against. Most likely for most of us non-medical people, the number of single floating virus particles that we're around are so low that the odds of infection are minimal - so we don't need those fancy masks.

Take a look at the CV19 case map, then the electoral college map. As a simple political matter, keeping the high CV19 areas locked down isn't going to hurt Trump, because he wasn't going to get any votes from NY, NJ, MA etc. to begin with.
But we have a national economy. So the media/DNC's job is to convince the now unemployed auto worker in Michigan that his vote last election for Trump was foolish and led to his unemployment this year. In the swing states, it only will take a few voters to change their minds and we have President Biden/VP Klobuchar for 4 years.
So that's where Trump needs to focus his efforts. But he can write off NY and California right now.
