New Jersey Politician Wants To Ban All Bags—Paper or Plastic
The Garden State's plan to ban all grocery store bags could have negative consequences for consumer convenience and the environment.

In August 2018, New Jersey Gov. Phil Murphy, a Democrat, vetoed a bill that would have imposed a five-cent fee on both paper and plastic carryout bags, arguing that the legislation did not do enough to protect the Garden State's famed natural beauty.
"Single-use carryout bags—particularly plastic bags—represent a significant source of the litter that clutters our communities and mars New Jersey's beautiful shoreline and parks," wrote Murphy in his veto statement. "Instituting a five-cent fee on single-use bags that only applies to certain retailers does not go far enough."
State legislators have clearly heard this message, floating proposals to ban not just plastic grocery bags, but all single-use bags—paper or plastic.
Working its way though the legislature right now is S2776. As written, the legislation would ban food service businesses and other retailers who have stores larger than 1,000 square feet from providing their customers with plastic bags. The bill would also naturally ban plastic straws.
Violators would be fined anywhere from $500 to $5,000 depending on the number of offenses.
The bill passed one state Senate committee back in September 2018 but has been idling in the legislature ever since.
That was until late last week, when Sen. Bob Smith (D–Middlesex), one of the bill's sponsors, announced his intention to amend S2776 to ban these same stores from handing out paper bags too. The idea, Smith says, came to him while on vacation in Aruba, where a similar bag ban is in effect.
"Nobody's grumbling," the senator told NJ.com, saying that the Arubans have really taken to bringing their own reusable bags to the store. "Everybody in the line, they all do it."
NJ.com reports that Aruba has a ban on retailers handing out plastic bags, and imposes a roughly 28-cent fee on paper bags.
According to Smith's comments on his yet-to-be released amendment, his bag ban would be more radical still. "No bags whatsoever … No single-use plastic, no paper," he said to NJ.com.
Smith stands a good chance of getting his paper bag ban through. He claims to already have the support of Senate leadership. The state's grocery store association is also on board with the policy.
Still, one wonders what the practical effects of Smith's amendment, as well as the wider plastic bag ban, will be.
A recent study of plastic bag bans in California found that the policy—while still reducing plastic bag consumption overall—did lead to a 120 percent spike in the purchase of smaller garbage bags.
As it turns out, the single-use plastic bags people used at the grocery store were hardly single-use at all, but rather were reused to line waste baskets or clean up after pets. When the free option disappeared, people simply started purchasing unprohibited garbage bags.
New Jersey's bag ban would seem to have a similar potential for this kind of substitution. While it bars stores from handing out thinner plastic bags, it still allows them to provide customers with plastic tote bags provided they're thicker than 10 mils.
As written, stores could well end up ditching their current carry-out bags for another type of thicker plastic bag, which would seemingly increase overall plastic consumption.
Smith's amendment has yet to be released, so it's possible that the thicker plastic bags will be stripped out of the bill as well. The senator's stated goal is to get people bringing their own reusable tote bags to the store.
That too could have negative consequences for the environment.
When accounting for the emissions and energy required to produce them, things like cotton tote bags are far worse for the environment. That same study of California's bag bans found that reusable cotton bags would have to be reused 131 times in order to have the same impact on the climate as single-use plastic bags.
That's a long time for a tote bag to last. Should one be damaged, lost, or forgotten at home, shoppers will have to buy another one, worsening their impact on the climate.
In all fairness, New Jersey's bag banners are more focused on fighting litter, not global warming, with this bill, and one could easily imagine that there would indeed be less stray trash in a world without single-use bags.
However, it's also possible that a total bag ban could encourage more littering in some instances, as shoppers would have no ready receptacle to collect the wrappers, cups, or containers that came with their purchase.
Items like candy wrappers, cups, and miscellaneous papers are already more likely to be littered than bags of any kind according to a survey of the state's roadside litter.
Plastic litter, and litter in general, is a problem. I don't begrudge New Jersey's politicians for being concerned with the aesthetic appeal of their state.
That said, a ban on all single-use bags is the height of nanny statism, and could well be counterproductive to the state's environmental goals.

The solution is easy: ban plastic, encourage the use of paper.
Using paper products is good for the environment because all tree harvesting in America requires replanting more trees than were cut down. It's the law.
Wood is one of the very few renewable resources, and it is renewed every time, by strictly enforced laws.
Save the planet: Use wood, use paper. Do not use the alternatives like plastic whenever it's easily possible to do so. Such as in the supermarket check out line.
Then the complaint becomes that we're destroying the forests faster than they are being replanted.
We can never satisfy the environmentalists' demands unless we kill all humans. They are fundamentally anti-humanist.
Half the trees are sold to China already and our forests are already gone. Plastic is good if we don't become wasteful.

The switch from paper bags to plastic was to save the trees. Plastic was supposed to be recyclable but the bags made nice trash containers. Now the problem with going back to paper is that formerly they were recycled to make newsprint. But now there is no demand for newsprint.
Using cloth bags will result in the spread of harmful bacteria from meat products that leak from their packaging.
So the purchase of bigger plastic bags wiped out 30% of the ban on grocery plastic bags according to the research in the article. That means 70% less plastic bags still which is amazing. Another thing I voted for Trump and have to say that if you can't get a reusable bag for shopping your political agenda is getting ahead of your thinking straight.

The multi-purpose bags are even cheaper and, IDK about you, but when I get my bags off the shelf, I prefer them to be zero-use at that point.

No the study said there was an increase in purchase of reusable bags but they still saved 70% more plastic with the ban. Read the study right in this article.
The bags I get from the grocery store are dual use. I use them to carry groceries, then I use it as my trash bag. A lot of people do this. So if the issue is single use, then they would be allowed.

The environmentalists are the ones who gave us plastic bags to begin with because they had to "Save the trees!" Now the earth is littered with plastic bags that aren't recyclable and a take 100 years than 100 years ago. I have no problem getting rid of them. Paper bags break down in a year. I'd like to get rid of styrofoam containers too. Those thing are everywhere and take years to breakdown. I'm old enough to remember when burgers came in cardboard, which also breaks down. Environmentalists are morons much of the time, common sense is rare.
And no one plants more trees than paper companies.

This article sites another Reason article about people buying more plastic bags. But that article admits that while plastic bags were reduced by 40 million 12 million bags were bought. So that means plastic bags were reduced by 28 million. So that's big. And sorry, but using something 121 times is not hard. Also, many times you can just carry things in your arms. I do it all the time. This is not "nany" state. This is actually trying to solve a real problem. Perhaps we should just charge people money for bags instead? Then take the bag charge and use it to clean up the environment. Call it a bag tax. Some grocery stores will give you a nickel off for each bag you bring but the incentives may be more effective if you charge for plastic use instead.
Problem is in NJ, the tax money will never go to what it is supposed to go to.

Yup, me too. And it actually aligns pretty well with my grocery buying, so I pretty much never throw out a shopping bad without using it twice.
And if there is a "real problem" here, it's littering. Landfilling, recycling or incinerating plastic bags works just fine and has minimal impact. The problem is that some people are assholes and throw trash on the ground.

I live in NYC where I walk 6 blocks to the store with several bags at a time. Being told how I have to move groceries from the store to my place is very nanny state.

Otherwise you get sick, and cleaning yourself up requires way more resources than plastic bags.
And washing the bag also wipes out any environmental advantage of reusing it. Plus, using and washing will wear a bag out long before you get to 121 times.
The 12 million bags bought (small garbage bags) were probably about 4 times the size and weight of the 40 million bags saved ("one use" grocery bags) - so overall, you would actually increase the amount of plastic used. Of course, the rule of unintended consequences never adversely affects the poor (who now have to buy the bags they once got for free), does it? But hey, being an "enviro-warrior" means never having to say your sorry....

Heard a story that bag bans apply to groceries only. So people will go into self service hardware stores like Lowes and Home Depot and use one bag per item, so that they have bags for groceries later.
I can attest. For a while the bag ban in Kalifornia didn't apply to liquor stores. So I would buy a six pack of beer before I walked next door to grocery shop. Just so I wouldn't have to pay for a bag.

Total the full raw materiel to final disposal carbon cost of plastic bags (nicely inert in a well designed land disposal site) against the same full cycle for reusable bags decorated with cute little drawings of something, done with who knows what chemicals in the ink, and including the energy for washing and drying multiple times, and see what the result is.
Then consider that the whole objective is to flaunt personal power, and continue to impose restrictions on individuals until they accept their place at the bottom of the ladder. The go vote again and again.

If you listen to the NY and NJ anti-plastics groups, as I have, you'd know there are very aware of plastic garbage bags, and intend to build upon their "success" with store bag and straw bans by banning first "large" plastic bags, then smaller ones later. It's how the left works. Start with the least objectionable bans, and build up to complete bans over time, but never speak of your long term intent too loudly or the sheep might object. Perhaps a ban on bags of any sort would be best for the environment. That would restrict "overconsumption by Americans", limiting what you eat to what you can carry out by hand would help restrict greedy US consumers to their "fair share". The health benefits of a restricted diet and the exercise of all that carrying would help reduce the burden on our future government centralized health care system as well, leaving more resources for a basic income for those unwilling to work.
Also, the less physically capable would be able to carry less food, a natural thinning of the herd (you believe in science, right?), that would also prevent unnecessary collective expenditure on the elderly and infirm on expensive, life extension for unproductive members of society.

I'm all for litterers being thrown in prison, or at least put them on forced cleanup duty. Why on earth should I lose access to something useful and life enriching because a minority of criminally irresponsible people throw their garbage out of car windows? There are plenty of places in the world that are spotless, and haven't needed to institute bans.
Some of the biggest supporters of ecology and the environment have no problem with thumping their smoldering cigarette butt onto the roadway. If politicians want to ban something, ban cigarettes, one of the biggest polluting substances on the planet.

I've seen the real world solution for this problem.
What's happening is that the people steal shopping carts.
Yes, they put their groceries right in the cart (no bags), then wheel the shopping carts out of the parking lot all the way home.
The most common thief is elderly women on public assistance who don't have cars or a husband to help carry bags.
Forgot to mention that twice this year-to-date I've had someone leave an empty shopping cart behind my home next to the trash bins. It's not the homeless who steal carts and put all their stuff in it. It's local grocery store customers who didn't bring bags and stole the carts.
I had to call the stores to have them come by and pick up the carts. One store was gracious; the other basically ignored me until I called the manager.
Unintended consequences: abandoned shopping carts dot the landscape...

The Albuquerque city council is trying various plastic bans to clean up the scenery. I wrote to them saying that the plastic bags and food containers aren't the problem. The reason for litter here is the same reason that we have high crime and crappy drivers: A large swath of the population just doesn't give a crap. They have no respect for themselves or for anybody else. Getting rid of one source of litter will just lead to another. I can't even call it a third-world attitude, because in some of the third world places I've been to, people take pride in their homes and towns. Not so much here.
I propose all plastic bags serve a dual purpose. Once to carry your store bought items home. The second time to wrap around the heads of your legislators. Take a deep breath.

The study that found the elimination of supposedly single use bags spiked salmonella and other food borne illnesses is the piece I'm most interested in. This germophobe will resist at all levels. Forcing multiple use bags to transport raw chicken one week and lettuce the next is a fools errand.

You have to be stupid not to get at least two uses out of each bag. One clean and hygienic at the grocery store where raw meat is handled and one for garbage.
More stupid is to then buy actually single use garbage bags.
Even more obtuse is to ignore the single use packaging for every consumable that accounts for hundreds of times more diverse and difficult to recycle combinations of materials.
Not to mention that it’s the littering dipshit, not the bag, that’s responsible for the filth in public.
Putting aside whether or not a bill is stupid or not, I have always hated the argument from those in opposition that it "doesn't go far enough". All that means is they support it but wish it went further. So, why not take 20% now and come back for the rest later like an adult? Again...stupidity aside of course.
The big issue with reusable grocery bags is that people are filthy and the grocery clerk that handles those bags also handles everyone else’s.
Maybe doctors should reuse surgical supplies too without washing them.
When would we ever start taking advice from the armpit of the nation?
Wait until legislators discover those countries don’t have toilet paper. We are on the way to third world quality of life. No concern for sanitation or public health. Reusable bags are unsanitary.
