The U.S. Must Stop Supporting War in Yemen, Says Senate

The Senate yesterday approved a resolution to end U.S. support for bombings and other acts of war in Yemen. With a 54–46 vote, lawmakers said the U.S. must block further military support for Saudi Arabia's and the United Arab Emirates' bombings and other acts of aggression in Yemen.

Congress never authorized the U.S. to enter this conflict. Yet as Mike Lee (R–Utah) said, "We have been supporting and in some case actively participating in this war." He was one of seven Republicans in the Senate who voted for the resolution, which invokes the War Powers Act. (The others were Susan Collins of Maine, Steve Daines of Montana, Jerry Moran of Kansas, Lisa Murkowski of Alaska, Rand Paul of Kentucky, and Todd Young of Indiana.)

"Since March 2015, members of the United States Armed Forces have been introduced into hostilities between the Saudi-led coalition and the Houthis, including providing to the Saudi-led coalition aerial targeting assistance, intelligence sharing, and mid-flight aerial refueling," the resolution states.

Yet "no specific statutory authorization for the use of United States Armed Forces with respect to the conflict between the Saudi-led coalition and the Houthis in Yemen has been enacted, and no provision of law explicitly authorizes the provision of targeting assistance or of midair refueling services to warplanes of Saudi Arabia or the United Arab Emirates that are engaged in such conflict."

"Nothing in this joint resolution shall be construed to influence or disrupt any military operations and cooperation with Israel," another section explicitly stipulates.

"Debate on the resolution, as in the past, centered on arguments that the US involvement isn't technically a war in and of itself, and that ending the war would be bad for Israel," writes Jason Ditz at Antiwar.com:

The resolution came with an amendment by Sen. Rand Paul (R-KY), which seeks to ensure that no language in the bill inadvertently authorizes any other wars. An alternative amendment by Sen. Jim Inhofe (R-OK), aiming to keep the US involved in the name of saving American civilians from conceivable missile fire, narrowly failed.

This is the second time in a month that Congress has voted on a War Powers Act challenge to the Yemen War, with the House having had such a vote in mid-February. The House will still have to reconcile itself to another vote, however, because Senate leadership prevented debate on the House version and forced war opponents to start with a fresh challenge.

The White House has said President Donald Trump will veto the bill. As of now, it has far from the two-thirds majorities it would require in both houses to overcome the veto.

    Just because we don't like what the AUMF says doesn't mean it says something other than what it says.

    Libertarians opposed this at the time because it gave the president the authority to attack anyone he wants anywhere in the world he wants forever so long as he first decides that they're in any way connected to Al Qaeda. This AUMF has been used by everyone from George W. Bush to Barack Obama to assassinate American citizens and violate the Fourth Amendment rights of 300 million Americans by way of the NSA. It is probably the inspiration for Trump's absurd claims about terrorists infiltrating the immigrant caravan.

    The solution to this problem is not to pass a resolution stopping the U.S. from supporting Saudi Arabia in its fight in Yemen. The solution is to repeal or add a sunset clause to the AUMF itself.

      The reluctance of legislators to do either of those things is mostly predicated on the same kind of reluctance the Supreme Court exhibits when it fails to overturn ridiculous interpretations of the commerce clause. If the Court did the right thing by way of Gonzales v. Raich and Wickard v. Filburn, it would pull the rug out from under half of the government bureaucracy. Legislators are likewise reluctant to pull the rug out from under half of the military and intelligence services in their fight against terror--which is what repealing the AUMF might do.

      We will not overcome congress' reluctance to repeal the AUMF by ignoring what the AUMF says (because we don't like what it says. The problem cannot be solved by ignoring its source. The source of the problem is the AUMF, and the only solutions are to repeal it or sunset it.

      P.S. Adding a sunset clause the president's emergency powers declarations is also an excellent idea. Because future presidents could redeclare them doesn't diminish the fact that without a sunset clause, the emergencies never expire.

      That has been pretty much my understanding; that in the wake of 9/11/2001 Congress (in a fit of abject panic that the voters might think they were soft on terrorism) gave the President a blank check.

      Suck it up, boyos, you (or your predecessors) authorized the President to do more or less whatever he damn well please, and bleating that you didn't authorize a SPECIFIC action has no basis in law.

      Either repeal the original authorization (and deal with the political fallout) or sit down and shut up.

    Well, damn, I've been sending a monthly check to the War in Yemen GoFundMe but I guess I'll stop funding the war now. But I do have to wonder, is everybody else going to stop funding the war as well? Is there some other group providing the funds for the US military that could maybe be persuaded to stop providing the funds for a war they don't support?

      One of the interesting things is that various groups within Congress might support stopping the funding of the Saudis for different reasons.

      There are progressives who don't want to fund the Saudis because the Crown Prince isn't a very nice person.

      There are libertarian types who don't want to fund the Saudis because they don't think the U.S. should be involved.

      There are neocons who don't want to fund the Saudis because they think the United States should invade directly.

      I favor a proxy war through the Saudis to a U.S. invasion of Yemen, and try to be clear that getting the Saudis out of the way may be a precursor to such an invasion.

      I'd also point out that congress is the proper place to have this debate. Do the Iran supported terrorists in Yemen pose a threat to the United States, and is funding the Saudis fight against them in our best interests? The answer could be "yes".

      More pertinent is the question of whether American defense companies should be free to sell military hardware to the Saudis, which seems to come up in this debate all the time. It's important to read the stories under these headlines because I've seen it happen before, where the Saudis purchasing hardware from American defense companies is somehow considered "support" for the Saudis--not because any taxpayer money is involved but because approving those sales requires the approval from the Secretary of State. I think enough of our interests are at stake in Yemen and the Saudis are fighting enough of our self-described Iranian-backed enemies that Congress shouldn't get in the way of such "support"--certainly not when there isn't any U.S. taxpayer money exchanging hands.

    Specialty retailers are getting crushed by competitors like Amazon and Wal*Mart, and that competition is coming from their big investments in online retail. And more and more people are buying Nike products directly from Nike. Dick's is also making a big push online, suggesting that Dick's knows that if it has a future, its future is online.

    Gun sales online are tricky. Dick's can't ship the firearm directly to the consumer anyway. Looks more like they're putting lipstick on a pig. They're probably hedging their bets on their brick and mortar product mix anyway.

    3) Those who want both of the above.

      What I find fascinating is that most people don't care one iota about the fact that we are providing a communist country with decades worth of technological progress essentially for free. It seems the biggest mistake the USSR made was not just asking us for our technology and offering to build it for us. If they had, they might have won the cold war.

    Righty cuttlefish males have more sex and win more fights. And this could help explain why lefty humans exist at all.

    In a paper published March 13 in the journal Proceedings of the Royal Society B, scientists watched cuttlefish as they hooked up and threw down. Most male cuttlefish, it turns out, are "righties" in sexual situations ? meaning that they examine females with their right eyes before mating, and approach females from their right side. But when it comes time to fight the competition, most cuttlefish are "lefties," approaching the fight left-side first.

    These results came from a series of observations of cuttlefish mating and messing with each other in the wild, followed by laboratory experiments where the creatures were assigned enemies or lovers under the eye of a well-placed camera.

    But in both cases, the righties tend to win out.

      While the number of millionaires in the US has increased, the rate of increase has slowed, due to 'weakening global economic growth' and a 'contentious US political environment'.

      In other words, the economic damage caused by Drumpf's election (and predicted by Paul Krugman) means we would have far more millionaires under President Hillary Clinton.

    Well, cancer wins again. My mom 'passed away' Tuesday morning, about two months after being diagnosed with pancreatic cancer. Of course it was already stage four by the time it was even detected, but it didn't take long to spread to her lungs and liver. Thankfully it moved fast enough that she didn't have to go through much pain.

    So still wishing the best for Trebek. Maybe he'll be one of the lucky ones.
