Mom Tells Neighbors Her 9-Year-Old Daughter Could Help Them Do Chores, Cops Arrive With Child Labor Concerns

A mother in Woodinville, Washington, posted an advertisement on behalf of her 9-year-old daughter, Sarah, who was willing to do housework—laundry, dishes, etc.—for neighborhood moms who needed help. Six hours later, the cops showed up to make sure Sarah wasn't being abused or worked to death.
That's according to Christina Behar, Sarah's mom, who wrote me a letter about the incident.
"Apparently the ad generated multiple phone calls from paranoid neighbors thinking I was using my child as a slave," wrote Behar.
This should spark some discussion of what we lose when we treat kids as incompetent or endangered, even though they're quite ready to take on some responsibility in "the real world." As that New York Times piece on the relentless demands of modern parenting made clear, many of us, wealthy or not, spend a whole lot of time and cash on our kids' extracurricular "enrichment." Let's remember that making some money, dealing with some challenges, and assuming some responsibility are enriching childhood activities, too.

Dear Lenore:
My husband and I have three kids ages 9, 7 and 5. We have always tried to raise them to be independent and let them play outside for hours in our family-friendly suburban neighborhood outside of Seattle, walk alone to the neighbors, and have taught them how to cook, clean, do laundry and other household chores that we deem age appropriate. Inspired by your book [Free-Range Kids] I posted an ad on our neighborhood website advertising my daughter as a mother's helper. Moms often ask me for her help and I figured I would take your advice and reach out to others in my neighborhood I may not know. This was the ad:

Hello! My almost 10-year old is available as a mother's helper. She is the oldest of three and is quite capable. She can fold and put away laundry, sweep, set tables, clean dishes, take out the trash, make beds, vacuum, make light meals, and keep your kiddo busy. We are a homeschool family so she has a flexible schedule. Please message me if you are interested in meeting with us.
Six hours later the Sheriff was knocking on our door. He was embarrassed and apologetic but said he had to do a welfare to check to make sure I wasn't running a sweat shop! Apparently the ad generated multiple phone calls from paranoid neighbors thinking I was using my child as a slave.
You know I was thinking about it today—I was working in a church nursery with infants at nine years old, babysitting alone by 11, I had a paper route at 12, and was living on my own working almost full-time and going to college at 17. All those things would probably violate our state's child labor laws today.
It's a shame that our culture has resorted to this paranoia. It's robbing our children of the pride that learning skills and hard work bring.
I'm keeping the ad up.
I wrote back to Behar asking about her own reaction to this experience. She responded:
I was shocked that a friendly ad for a child wanting to help a neighbor generated multiple calls to the police and resulted in an actual visit by an officer. Fortunately, in our case, he was sympathetic, although he did leave with a warning that I should never post anything about my child wanting payment for her services.
But my ad was no different than the fliers I made 20 years ago with my friends offering yard work or babysitting. What if I had mentioned compensation? Would Child Protective Services be investigating me then? When I told a few fellow mommy-friends about our surprise visit, I felt judged. I was met with silence or questions like, "Would you actually leave your kid at a stranger's house?"
The knee-jerk distrust of all adults around all kids is a hallmark of our times. Where we could see verve, we see vulnerability. Where we could see neighbors helping neighbors we imagine the worst. Where we could see kids growing up with confidence and competence, we see a rising tide of anxiety.
Letting kids do some work for money isn't making them into slaves. It's making them into adults. That shouldn't be a crime.

I'm tickled by the fact that, apparently, the police can't imagine someone being worked to death, especially a kid, in less than 6 hours.
OK, reading further, I have to give the cop some credit. It would seem he spent 6 hours fending off calls before someone with delusions of grandeur unduly leveraged him to apologetically knock on this woman's door.

Children working like adults comes from needing to work that hard or from family businesses that just teach that is the way life is, like on the farm.

I always wondered how it can "take of village to raise a child", if you can't trust anyone else in the village? Are you referring to this story because it does not come close to the described situation. Cop created a threatening confrontation at the mother's front door. Far cry from driving by. Based on your reluctant cop credit, you are another POS worst first advocate. Was the mom just negligent or a potential sex trafficker/pimp?
Don't forget the cop left her with a threatening warning against compensation. I'm sure the cop is an expert on labor law too.

My son worked in our family business, a print shop, when he was a kid. He mostly ran the big right angle folder. I paid him by the thousand pieces and he could make 8 or 9 bucks an hour when he was 9 years old. It was a good deal for both of us and he understood at a very early age where the money comes from. He's now 29 and makes over 100k a year salary and commissions with a company car and expense account. A work ethic is the most valuable thing a kid can learn.

The whole incident was horrible. Are those cops out of their minds! If a child is doing some household work of the neighbours' and her mother is supporting her, how does that turn out to be a criminal offense? Many of the students these days take help from an essay website and involve themselves in working, and I don't think that's odd anyway.
That's not even authoritarian; that's straight-up totalitarian thinking. Authoritarians will at least leave you alone, for the most part, as long as you're not brazenly flouting conventions. Totalitarians will micromanage your life with rules that are arbitrary and ever-changing, depending on the fashions of the day.

Saying "people just have to be made to follow them" may sound rather blunt, but it's really no different than punishing people for not following the law, which is necessary for a law ("rule") to mean anything to begin with. My brother and I used to trade chores when we didn't like the rotation, or if one of us wanted to go out with friends after school. Sometimes we bartered chores for money, and I made a good chunk of change doing his chores when we were in our teens. If I knew he was desperate to get out of doing his chores, the price would go up. 🙂
I did my best to get a townie summer job, lest my mom call up some of her farm or ranch friends to see if they needed help.
I started noticing the change in the early/mid 90's - at the Dunkin Donuts on Sunday mornings.
Before that - neighborhood kids would ask to do yardwork or chores or would have car washes or somesuch. After that - they (up thru HS age) stood around with cans at the door begging for donations for this club or that team or somesuch. It was a change that was very noticeable even then and seemed to happen over the course of a couple years.
Back in 1963, one of my friends was mowing yards and doing other yard work around the neighborhood for money starting when he was 9. He became the most responsible kid I have ever known, and he eventually paid his own way through medical school.

Why do you assume this is the point of his comment? The family, being a homeschool family, was already on the "I don't trust you" radar of their liberal neighbors; so when one of them saw the ad, she "swatted" them anonymously. Which is the same mechanism as a "red flag" law.
The one difference I note here is that, when we (and the mom in question here) were kids, we made our own fliers to hang or distribute in the neighborhood, went knocking on doors ourselves to see if anyone needed help with anything, etc. Perhaps the neighborhood website prohibits ads posted by kids and that's why the mom posted something on the daughter's behalf? Not clear in the article. But that one thing could have led to some concern about whether the mom was shopping her kid's labor for profit.

Labor laws don't count for family businesses:
The Fair Labor Standards Act (FLSA) provides for certain exemptions. Minors under age 16 working in a business solely owned or operated by their parents or by persons standing in place of their parents, can work any time of day and for any number of hours.
When I had my business, my homeschooled 16 year old worked as my graphic designer and webmaster (she also did my firing for me) and my 14 year old pretty much managed the doggie daycare.
This woman is obviously a fascist who deserves a firing squad.
Child labor is strictly frowned upon by our beloved nanny state and the socialist nannies who run it.
Only in caring, loving and rehabilitative gulags like they have in Cuba should child labor be allowed.
This way children will learn to love and adore the joys of working for The State instead of someone who birthed and raised them.
Most 9 year old's these days have an iphone. Many also have uber apps and money cards. And, they know how to use them. Many 9 year old kids are nowhere near as naive as they were 50 years ago, particularly because many of us parents TALK to our kids these days -- and... kids watch TV. Also, neighbors understand that if anything happens to our kid, WE KNOW WHERE YOU LIVE! So, taking small jobs in one's neighborhood is not as dangerous as people make it out to be.
It is a parent's job to assess a situation and determine whether it is age appropriate. And, when a family is facing eviction, is it better that a nine year old work for a few hours, or to become homeless?
That said, please, never leave a nine year old in charge of an infant or toddler. Infants and toddlers can die or find ways to kill themselves in a matter of seconds, SIDS, falling, choking, drowning, electrocution, wandering off into the street, dying of hyperthermia because a nine year old didn't know that closets in air conditioned homes are not ventilated... Even if your child does nothing wrong, the terrible burden of responsibility will be with them for the rest of their lives if something goes wrong.
And, remember, the best strategy is the buddy system. It's always safer if there is another kid who can spot for danger, give advice, and/or call or run get help.
Then -- set your children free to range.
When I was a kid the cops would tell us that (usually elderly) so and so were going to get a fine because their grass was too tall, didn't rake their leaves, etc... and so and so would pay us a few bucks to do it. We were all on board with "police-enabled human trafficking".
