Al the posturing on the senate healthcare bill is about corralling moderates.
Repealing the ACA would be much more radical than voting for the senate bill, and threatening to do that puts significantly more pressure on moderate Republicans to pass the senate bill now. There wouldn't be any moaning about how repealing ObamaCare bill doesn't do x, y, and z.
If moderate Republicans don't vote to simply repeal when if it comes to that, the threat to their reelection won't come from opposing Democrats. The threat will come from other Republican challengers in the primaries.
The rate of incumbents winning is extremely high--for those who make it back to the general election. If you don't make it to the general election, what difference does that make? Ask all the incumbent Republicans who lost their seats to Tea Party candidates in recent elections how that works.
Moral of the story--if the moderates would rather choose between facing angry Republican primary voters or facing a general election after voting to repeal ObamaCare, then go ahead and vote against the senate bill.

In an increasingly complex society with an ever-growing population, demands for government management and oversight will inevitably increase. The key is figuring out the right balance on what the community actually needs to function and remain safe on a daily basis, versus mere indulgences that don't have anything to do with those day-to-day functions.
