Because the gangs that they were targeted were transnational (e.g. MS-13), Homeland Security Investigations (which is part of ICE but generally focuses on criminal matters) was the federal agency that coordinated the operation.

I think the difference is 100% in the storylines, whether they work on developing an actual story and solid dialogue. That's a very inaccurate summary of the news article. The raids weren't "immigrant raids" they were part of an anti-gang operation that was led by Homeland Security Investigations which is part of ICE because they have jurisdiction over transnational gang cases (e.g. MS-13). The raids were directed against gang members and their associates in the United States who (shocking) most of whom are U.S. citizens.
