Police in Nottinghamshire, England, say they will now treat catcalls and wolf whistles on the street as hate crimes to be investigated and recorded. However, the department says a "hate crime" may not actually be a criminal offense nor even considered offensive by the "victim. Rather, a hate crime is any incident "perceived by the victim or any other person, as being motivated by prejudice or hatred."
