First, the majority of people lack the theoretical/methodological training necessary to engage in "rational" debate. Simply observe facebook comment sections for evidence. Second, the majority of people don't want to invest time to understand an issue. Consequently, they mostly rely on stereotypes and prejudices to interpret the world. Third, ingrained prejudices do not die quickly in the light of disconfirming evidence. People typically become defensive and shutdown dissent or isolate from dissenters. Fourth, dominant group members have far more resources to amplify their speech and influence target audiences. This capacity allows them to repress opponents by drowning them out, regardless of their positions veracity. Thus, you cannot understand speech in the absence of power.
