When you look at the "Debt to the Penny" charts for the last two years, you'll note that their are a couple of periods where the government was essentially out of money/at the debt ceiling and the Treasury had to play shell games for months to not go over the debt limit. When the raise in the debt limits were approved, the national debt suddenly skyrockets by about $250-300 billion overnight--the catch is that the increase is never reflected in the annual deficit numbers. So the spending was actually higher than reported, it's just that the Treasury doesn't include the massive immediate debt increase in the annual deficit calculations.

Include the moonshot and the "real" deficit last FY was actually about $600 billion or so.

Cops train eagles to attack drones mid-air amid fears they could hit people and crash into planes

Cops have trained eagles to ATTACK drones in the hope of cracking down on those flouting new laws.

The Dutch National Police have taught the birds of prey to catch the remote-controlled tech mid-air and bring it back to the ground.

This is in the hopes of enforcing new drone laws which forbid the drones from snooping where they shouldn't be.

A video shows policemen ordering the eagles to catch one as it swoops on the robot and grabs it with its claws, taking it down.

Mark Wiebe of the police said that camera drones are being banned as they pose a threat of falling and hitting bystanders.

Since the Iowa Caucus thread was so thin:

The caucus is the place where the party elects members of the county party. This has legal ramifications. In the event of a special election, only the people elected at caucus are allowed for vote in the nominating process for Republican candidates running in special elections (state elections, but not federal elections)

Delegates to the county convention are also selected at the caucus. It is supposed to be an election, but anyone willing to pay the entrance fee will get approved to go to the county convention. The county convention elects delegates to the district convention (again anyone willing to pay), and the district elects delegates to the state convention. The state convention elects delegates to the national convention (this is a real election, but mostly determined by who paid to get into the state convention). So the "winner" of the nominating process is whoever can convince the most people to pay to get into three separate conventions held over 3+ months.

And then there is this little piece of business called the "straw poll". Apparently, the vast majority of the nation is stupid enough to care what the results of the straw poll are.

Florida woman pulls over police officer for alleged speeding

MIAMI, Feb. 1 (UPI) -- A Florida woman captured video of her encounter with a police officer she "pulled over" after allegedly catching him driving at more than twice the speed limit.

Claudia Castillo posted a trio of videos to YouTube chronicling the event that began Friday when a Miami-Dade Police officer zoomed past her on a street with a 40 mph speed limit.

Castillo managed to get the officer's attention by honking her horn and both vehicles pulled over on 836 eastbound, near Interstate 95 in downtown Miami.

"The reason I pulled you over today, and I'm asking you to come over and have a conversation is because I saw you since Miller Drive, when you were first jumping onto the Palmetto, and you were pushing 90 miles an hour," Castillo tells the police officer in the video.

The motorist asks the officer if he is responding to an emergency.

"I don't know how fast I was going. But I can tell you this, I'm on my way to work right now. I don't believe I was speeding," the officer says.

The officer asks Castillo if she has an emergency.

"Everything's fine," she says. "Just your speeding."

The officer apologizes for speeding and promises to "slow down" before leaving.

(CNN)British scientists have been given the green light to genetically modify human embryos, for the first time in the nation's history.

The landmark decision means scientists will now be allowed to alter the DNA of embryos, for research purposes only.

It remains illegal for these genetically altered embryos to be implanted in a woman. It is hoped the experiments will improve our understanding of the earliest stages of embryo development.

What kind of computer science are we talking here? Keyboarding? Like what all the people at McDonald's are trained to do in about 4 hours? Maybe some Microsoft Office and Excel that'll qualify you for data-entry jobs paying slightly more than McDonald's? Most of the kids already know how to use a computer and beyond that, what specific skills do you need? This idea that computers are the future and everybody needs to know everything about computers is about as silly as suggesting a hundred years ago cars were the future so everybody needs to know how to rebuild an engine. Sure, there are tons of good-paying jobs if you know how to write code and troubleshoot systems, but not everybody needs to or wants to get into all that. If your job entails operating a computer, there are software programs that you need to learn how to use but they're pretty specific to the job and they're not that hard to be trained on how to use them. Operating a CNC lathe in the tool and die shop doesn't require you to be a computer scientist and I'm not sure anybody considers a machinist to be one.

As for the New Hampshire primary it seems its status has to do with several factors. Until 1878 New Hampshire had its elections in March and when it adopted November elections it still had municipal elections and town meetings in March. So when New Hampshire had its first presidential primary in 1916 it had it them March. Starting in 1920 it was first in the nation so no other state that had primaries felt like having them before early March. At the time the Primaries weren't very important and New Hampshire usually elected unpledged delegates. In order to increase turnout for 1952 New Hampshire expanded ballot access and at that Primary Estes Kefauver defeated Harry Truman and Dwight Eisenhower defeat Robert Taft. This gave the New Hampshire primary enormous prestige which it wants to keep.

I read about the history of the US presidential nomination process. Very interesting. Originally it was done by Congressional caucus. This was discredited by 1824. By 1828 most states replaced their state caucuses with state conventions so it was natural to have a National Convention in 1832. The progressives didn't like conventions so they advocated primaries. In the South this allowed Democrats to prohibit blacks from voting in their primaries and since the Republicans were so weak they could disenfranchise blacks since technically they weren't prohibited from voting in the general election.

The Presidential primaries really started in 1912 but state conventions and party bosses still had a lot of power and so the primaries were regarded by many as an expensive waste of time. Starting in 1952 the primaries gained more prominence. When Hubert Humphrey got nominated in 1968 despite not participating in any primary this was heavily criticized and George McGovern was able to get the Democrats to add more primaries for 1972. the problem with electric races is that power declines quickly, torque starts to diminish in the bottom of the charge... and then you can't "recharge" your vehicle in the pits. the idea he floats of battery-swaps was already considered and determined to be either too-dangerous/expensive/impractical. main reason being that batteries need to be located very-low in the center of the vehicle to be practical, and you'd probably have to lift the car to make changes. If it were that easy to remove, it would be that easy to break.

there was a documentary i saw about formula 1 technology on youtube... .. where a guy who did lots of work on F1 cars was separately developing an 'electric car series'... and he talked about a lot of the technical problems with merging traditional combustion-engine racing concepts with the demands that electric cars have.

the courses are narrow and don't have any long stretches where top-speed would matter. its all 'zip-zip-zip' corner to corner, torque racing.

that, plus the lack of any 'sound' seems to me to really limit its real sex-appeal as a racing style.

We have the medical infrastructure here to treat the Zika carrying mosquitoes, something they lack in Brazil, and the Center for Disease Control can vouch for the safety of treating the mosquitoes, once they're in containment here in the U.S., I'm sure.
