Homeland Security Asking Hotel Staff to Report Customers for Too Many Condoms
Frequent minibar-restock requests and refusal of maid service for several days also listed among signs you might be a sex trafficker.
The U.S. Department of Homeland Security (DHS) continues to pour time and taxpayer money into convincing the American people that there's an epidemic of sex trafficking here. So bad is this alleged epidemic that ordinary crime-control measures won't work, hence the deparment is recruiting truck drivers and hotel workers to be its eyes and ears on the ground. Ugh.
Despite federal fearmongering, there's no concrete evidence to suggest that sex trafficking is even prevalent in America, let alone on the rise. But you would never know that from listening to lawmakers, federal officials, and their local-media mouthpieces talk. And while some of this propaganda stems from good intentions, it also provides good fodder for all manner of civil-liberties abuses, from seizing sex-business assets to expanding police wiretapping power. Now it's providing law enforcement with cover to convince citizens to spy on each other and report one another to police for perfectly normal activity.
"We would rather have you call anybody and report it to somebody," a DHS spokeswoman told 9News Colorado, "even if it turns out to be nothing, than miss one of those victims that's suffering."
That's why, as part of the "Safe Action Project," DHS staff will train hotel and hospitality workers on how to spot the so-called signs of sex trafficking. Alleged "red flags" include:
- garbage cans containing many used condoms
- frequent use of "Do Not Disturb" sign on room door
- excessive foot traffic in and out of a room
- "excessive sex paraphernalia" in room
- an "overly smelly room" that reeks of "cigarette, marijuana, sweat, bodily fluids, and musk"
- a guest who "averts eyes or does not make eye contact"
- individuals "dressed inappropriate for age" or with "lower quality clothing than companions"
- guests with "suspicious tattoos"
- the presence of multiple computers, cell phones, pagers, credit card swipes, or other technology
- the presence of photography equipment
- minibar in need of frequent restocking
- guests with too many personal hygiene products, especially "lubrication, douches"
- guests with too few personal possessions
- rooms paid for with cash or a rechargeable credit card
- "individuals loitering and soliciting male customers"
- "claims of being an adult though appearance suggests adolescent features"
- refusal of room cleaning services for multiple days
Take heed, lovers on romantic getaways, photographers on assignment, beauty-product junkies, tech workers, cash carriers, alcoholics, late sleepers, slobs, immodest dressers, people on the autism spectrum, people with body-odor problems, single patrons seeking hotel-bar hookups, light packers, and those with a youthful appearance: DHS is onto you!
Meanwhile, in California, the Attorney General's office, the U.S. Attorney's Office for the Northern District of California, and an organization called Truckers Against Trafficking have been teaming up to train truck drivers on how to identify and report suspected sex traffickers. The program essentially urges truckers to report people offering prostitution at truck stops, making sure to include "actionable information" such as a physical descriptions of the individual, car make and model, license plate number, etc.
"Given the cross-jurisdictional nature of the crime of human trafficking and the use of major thoroughfares by traffickers, truck drivers are particularly well-positioned to aid law enforcement," states a press release from California Attorney General Kamala D. Harris. The training "will also feature The Freedom Drivers Project, a first-of-its-kind 48-foot mobile exhibit that includes artifacts from trafficking cases, portraits of Truckers Against Trafficking members, and ways members of the public can join the fight against human trafficking."

I was coming here to talk about this. Homeland Security, much like "Commerce Clause" and "General Welfare" or "Public Health" has a wide and far-reaching mandate to police and clean up anything which threatens the Security of the Homeland. This is why DHS ordered a man to remove what was believed (by DHS agents) to be counterfeit Rubik's Cubes from his store shelves. Counterfeit goods represent a threat to the economic security of the homeland. Boom, within the mission.
If your daughters don't feel safe from the unscrupulous claw-hand of human trafficking, then that is ipso facto a threat to the security of the Homeland.
And the linked document says, "Trafficking is exploitation-based and does not require movement across borders or any type of transportation." "Human trafficking is modern-day slavery and involves the use of force, fraud, or coercion to obtain some type of labor or commercial sex act."
The lists are interesting for their lack of parallel construction & difficulty to parse (I'm not sure what some of them are supposed to mean) & for the "Huh?" factor, beyond ENB's excerpts. Of course they say none of the items alone are indicators, only the observ'n of several of them...but I wonder how some can be clues at all. Several of them are things it seems even a spy couldn't possibly know about, and others are things the hotel would be glad to have. One item, renting a room for less than a day, is something that'd be a policy of the hotel, not the sort of thing the guest would decide.
What's a rechargeable credit card? Do they mean debit card? If not, what kind of credit card is not rechargeable?
Some supposed clues are things one could determine only after it was already known the person was a victim: lack of freedom of movement, or lack of access to one's own ID, cell phone or $. How could someone have "numerous inconsistencies in his/her story" unless you were already grilling that person under suspicion of a crime, and in that case why would you need warning signs? How would you know a tattoo was of a trafficker's name unless you already knew that name?
I think by rechargable credit card, they mean pre paid credit cards. The ones you buy at the grocery store for cash or debit. I can see hotels not taking these because they can't charge damage or theft. I think some of the items clearly show not trafficking but prostitution. The most obvious is having multiple cell phones are computers. Why would traffic victims have access to communication? This seems like something sex workers would do to conduct business, or to connect with other sex workers for safety.

About 15 years ago I worked in an office that was in a seedier part of town. Occasionally the police would run prostitution stings. After a couple iterations I learned to identify when they had an officer out pretending to be a prostitute, or when they had an officer driving around trying to hire them. I would call the non-emergency line for the local police station and report the officer who was on the sting. It was always entertaining when the police car would roll up on the undercover officer. Once the uniformed officers even got into an argument with the undercover one that required the support staff to come from wherever they were hiding to sort it out.

I am not too worried about this law. As soon as some Congressman gets caught in a hotel room having sex withe a prostitute, the law will be repelled.
Aren't false imprisonment and prostitution state crimes? Why is DHS in this? Kidnapping is a federal crime, but the FBI belongs to the DOJ, not DHS. The only place DHS plays is in the immigration violations of trafficking in persons.
The local law enforcement often has prostitution well covered. They know where it happens, they know the avoidance techniques, etc., and know how to operate stings. When prostitution is done in a manner which makes law enforcement difficult, most municipal governments know how to pass nuisance laws to make it more difficult (or to push it out of town).
