The Tennessee Board of Judicial Conduct has reprimanded Judge J. Reese Holley for requiring defendants to perform community service or donate to charities he specified in order to receive representation from the public defender's office. Holley jailed at least one defendant for not performing the community service even though the charges against her were dropped. Holley will remain on the bench.
