Chicago medical-marijuana clinic Good Intentions made a big splash last year when it opened as not just the first medical marijuana clinic in the city but in the entire state of Illinois. The business launched just days after Gov. Pat Quinn signed the Compassionate Use of Medical Cannabis Pilot Program Act.

One problem: There was no medical marijuana. Even now you still cannot find a single store in the state that sells the medicine 100,000 Illinois residents hope will help treat their health conditions. Zenon Evans talked with Good Intentions about the regulatory burdens that have gotten in the way of their mission to help patients, and with the Marijuana Policy Project about the high costs patients have yet to face.
