Your Tax Dollars at Work: Porn-Surfing Federal Employees Blame Lack of Work for Misbehavior
For one Federal Communications Commission worker, his porn habit at work was easy to explain: Things were slow, he told investigators, so he perused it "out of boredom" — for up to eight hours each week.
Lack of work has emerged time and again in federal investigations, and it's not just porn, nor is it confined to the FCC. Across government, employees caught wasting time at work say they simply didn't have enough work to do, according to investigation records obtained under the Freedom of Information Act.

If they are going to be on the payroll anyway, surfing for porn is about the least harmful thing they could be doing with their time.
Can you imagine how much government we would have if we got what we paid for?
Well since the military is government employees, i would venture to guess that there is a metric fuck-ton of porn surfing on taxpayer money, since that's all we did on slow days. Shit we had 2 terabytes of porn on the ships hard drive for them lonely days underway.

Y'know, "I was bored and had nothing else to do" makes for great jokes at the Government's expense, but it is also probably the #1 excuse anywhere for "why were you watching porn"? It's like saying you read Playboy for the articles.
He was watching porn to get off. If he wasn't, he was doing it wrong.
