After the end of prohibition, many states put a great deal of regulation in place to control alcohol. Even today, some microbreweries can't legally sell you a pint of their own beer because of these regulations. And in states such as Pennsylvania and Virginia, consumers still have to go to state-run, Soviet-like package stores to buy booze.
