Iran Hopeful About "Breakthrough" in Nuclear Talks

Iran says a proposal that it has presented during nuclear talks with the U.S. and five other world powers "has the capacity to make a breakthrough," despite skepticism surrounding the intentions of the Iran's nuclear program.
Negotiations between Iran and the U.S., Russia, China, Britain, France and Germany—the first since the June election of reformist Iranian President Hassan Rouhani—began Tuesday morning at the main United Nations building in Geneva.
