The system that moves water from relatively wet Northern California to arid Southern California is like a superhighway that's hundreds of miles long, but is slowed by about 40 miles of delta in the middle of it. So the Metropolitan Water District of Southern California is touting a multibillion-dollar fix. Reporting from the Sacramento-San Joaquin Delta, Steven Greenhut weighs the pros and cons of the Golden State's latest attempt to solve its watery woes.
