The State Department on Thursday released a report that keeps Cuba on the list of state sponsors of terrorism, while acknowledging the some conditions on the island were improving.

State's Country Reports on Terrorism for 2012 was widely expected to keep Cuba, Iran, Sudan and Syria on the list of countries that sponsor terrorism, despite some reports that said it could mark a shift on Cuba policy for Secretary of State John Kerry.
